BACKGROUND: The City of Ocoee passed Ordinance No. 99-23 on June 1, 1999 upgrading the Commercial and Industrial Development Regulations as part of the Ocoee Land Development Code. Section 6-14(C)(4)(d) of the Land Development Code prohibits metal-skinned buildings and structures which replicate typical warehouse construction. This regulation was designed to upgrade construction standards and building esthetics throughout the City and discourage marginal commercial and industrial uses. DISCUSSION: • Since the upgraded standards for Commercial and Industrial Standards have been enacted, Staff has worked with numerous builders to improve the architecture of their projects to enhance the community. For the most part, commercial builders have had little problem conforming to the provision of the Code prohibiting metal-skinned exteriors. However, a number of smaller industrial builders have expressed concern about the 10- 20% cost differential between metal-skinned buildings and masonry-type buildings. (It should be noted that pre-engineered metal buildings are still allowed by the current ordinance, and that the Code only controls the exterior covering of the building.) PAW ir prated aca sinister Reseilrces Page 2 The Honorable Mayor and City Commissioners August 7, 2000 After evaluating this issue further, Staff believes that the intent of the current ordinance should be preserved while allowing some cost savings on a portion of the building. As proposed, the recommended amendment to this provision of the Code will only pertain to structures within I-1 and 1-2 zones of the City. It requires that all portions of a building fronting a public street as well as 20% of the side of the building still conform to the current Code, but that the remainder of the structure can have metal siding. The proposed amendment to the Code is as follows: (i) Building exteriors shall primarily consist of masonry, stone, stucco, brick, split face decorative block, glass or wood construction materials. In I-1 and 1-2 zoning districts, the rear of a building or structure and 80 percent(80%) of each side of a building or structure not facing a public or private road may be metal-skinned. PLANNING AND ZONING COMMISSION RECOMMENDATION: At their regular meeting on July 11, 2000, the Planning and Zoning Commission held a Public Hearing regarding the proposed amendment to the Land Development Code. No one from the public appeared at the meeting; however, the Planning and Zoning Commissioners discussed how the regulations would affect existing buildings being renovated, why the change was being proposed, and whether metal buildings should be restricted in residential areas. At the end of their deliberations, the Planning and Zoning Commission voted 7-1 to recommend approval of the proposed amendment. STAFF RECOMMENDATION: Staff respectfully recommends that the Mayor and City Commissioners adopt Ordinance No. 2000-22 to amend building design standards within the current Land Development Code.
