BACKGROUND & DISCUSSION: The total amount budgeted in the Wastewater R&R fund for this project is $200,000. This amount was included in the fiscal year 2000 C.I.P. The bid was advertised on September 10, 2000, and publicly opened on October 10, 2000. Part A of the bid is for the total lump sum material cost and Part B of the bid is for the total lump sum labor cost. Staff recommends awarding this bid to Taylor's Industrial Coatings, Inc. as the most responsive and responsible bidder, per the attached memo from Rosanne Gavrilovic, Engineer I. Shira, P.E., City Engineer/Utilities Director SUBJECT: Coating of the Interior of Wastewater Oxidation Ditches (BO1-Ol) The oxidation ditches, located at the City's Wastewater Treatment facility(1800 A.D. Mims Road) are an integral part of the treatment process. In order to protect the integrity of the concrete tanks, a bid was advertised to line the interior of the tanks with an elastomeric urethane coating. The total amount budgeted for this project in the Wastewater R&R fund is $200,000.00. The bids received for BO1-01 were thoroughly reviewed by the Engineering Department for completeness, qualifications and references. Some of the bids, including the low bidder P &H Stucco and Construction, did not comply with all the requirements of the bid. Therefore, the Engineering Depaitiiient faxed a request for additional information on October 13, 2000 to the four(4) lowest bidders (see attached). The respondents to the fax were P &H Stucco and Construction, Taylor Industrial Coatings and Southland Painting Corporation. The additional information provided was evaluated for type of material specified, warranty, and experience in applying the urethane-type material. The low bidder is P & H Stucco and Construction at$78,000.00. Their submission specified two materials, a flexible epoxy lining system made by Sherwin-Williams or Elasto-Shield manufactured by Tnemec Company, Inc. They stated it would be the City's preference as to which they would apply. The Sherwin-Williams system, did not meet the requirements, therefore, only the Tnemec material was considered. The Engineering Department specifically requested a contractor with 5 years of experience in the application of the urethane-type material, due to the importance of the proper application of the material. Tnemec has indicated in their letter to P &H Stucco, dated October 17, 2000 that they `would offer training' prior to the start of this job. The list of projects submitted by P &H consists mainly of painting and sandblasting. PoWFR: Protect Ocoee's Water Resources ( i There is no indication anywhere in the bid package that P &H has completed any projects using the Tnemec Elasto-Shield or any similar material. Also, the warranty submitted by P &H is unclear. There is not a specific warranty stated for the labor, and the material warranty is indicated by Tnemec as 'up to a 7 year warranty' (see attached). Taylor's Industrial Coatings (TIC) is the second low bidder at $81,462.00. The information provided by TIC fully complies with the bid requirements. The material specified is Polybrid, manufactured by Carboline. An extensive list of projects completed using the Polybrid material and other similar materials has been provided to the City by TIC. The references have been checked, including a field trip to the City of St. Petersburg. The City has used the Polybrid extensively in their wastewater system, with TIC as the contractor for many of the projects. Carboline has provided a letter stating that TIC has been trained for over 10 years in the application of this material. The warranty offered on both the labor and materials is 5 years (see attached). Due to the completeness of the bid by Taylor's Industrial Coatings, the third lowest bidder, Southland Painting Corporation's submission was not reviewed in depth. The total amount budgeted in the Wastewater R&R fund for this project is $200,000.00. It is the Engineering Department's recommendation that B#01-01 Coating of the Interior of Wastewater Oxidation Ditches be awarded to Taylor's Industrial Coatings, Inc. in the amount of $81,462.00.
