Strosnider Business: 407-905-3100 Fire Chief Emergency: 911 MEMORANDUM To: The Honorable Mayor and City Commission From: Richard Firstner, Assistant Fire Chief Date: June 4, 2002 Re: Adoption of the Local Mitigation Strategy Background: The City of Ocoee approved the participation in the Orange County Local Mitigation Strategy in August 1998. At that time, it was decided to benefit from the County's technical analyses, managerial actions and planning efforts in return for the City's allotted share of funding from the State of Florida, Department of Community Affairs' grant. Since that time, the City of Ocoee has had a staff member participate on the LMS Steering Committee, submit initiatives, receive funding from EMPA grants, and maintain it's commitment to mitigate hazards in it's jurisdiction. Purpose: The purpose of this action is to formally adopt the Local Mitigation Strategy by resolution, to show the City of Ocoee's commitment to the County's unified efforts to make the community safer for it's citizens. Recommendation: Staff recommends the adoption of the Local Mitigation Strategy by resolution, demonstrating the City's commitment to strive for a safer place for all of it's citize and visitors to the community. 1\n 1 RESOLUTION NO. 2002-13 A RESOLUTION OF THE CITY OF OCOEE CONCERNING PARTICIPATION IN THE ORANGE COUNTY LOCAL MITIGATION STRATEGY. WHEREAS, the City of Ocoee is vulnerable to the human and economic costs of natural, technological and societal disasters; and WHEREAS, the City Commission recognizes the importance of reducing or eliminating those vulnerabilities for the overall good and welfare of the community; and WHEREAS, the City of Ocoee has been an active participant in the preparation of the Orange County Local Mitigation Strategy, which establishes a comprehensive, coordinated planning process to eliminate or decrease these vulnerabilities; and WHEREAS, the City of Ocoee's representatives and staff have identified,justified and prioritized a number of proposed projects and programs needed to mitigate the vulnerabilities of the City of Ocoee to the impacts of future disasters; and WHEREAS, these proposed projects and programs have been incorporated into the initial 1999 edition of the Orange County Local Mitigation Strategy that has been prepared and issued for consideration and implementation by the communities of Orange County, NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF OCOEE, FLORIDA AS FOLLOWS: 1. The City Commission hereby accepts and approves of its designated portion of the Orange County Local Mitigation Strategy; and 2. The agency personnel of the City of Ocoee are requested and instructed to pursue available funding opportunities for implementation of the proposals designated therein; and 3. The City of Ocoee will, upon receipt of such funding or other necessary resources, seek to implement the proposals contained in its section of the strategy; and 4. The City of Ocoee will continue to participate in the updating and expansion of the Orange County Local Mitigation Strategy in the years ahead; and 5. The City of Ocoee will further seek to encourage the businesses, industries and community groups operating within and/or for the benefit of the City of Ocoee to also participate in the updating and expansion of the Orange County Local Mitigation Strategy in the years ahead.
