District 4 STAFF REPORT TO: The Honorable Mayor and City Commissioners FROM: Johnny Fanner, Parks and Recreation Director DATE: December 3, 2002 RE: Non-Resident User Fee ISSUE The Parks and Recreation Advisory Board at its November 18, 2002 meeting, moved that the Parks and Recreation Director recommend to the City Commission that the City impose a$25.00 non-resident user fee for all youth and adult athletic participants. BACKGROUND/DISCUSSION Parks and Recreation Staff have spoken to all the Youth Leagues (Ocoee Little, Ocoee Bulldogs, and Ocoee Youth Soccer), and they have indicated that this fee would not be a problem. Staff has informed teams in the Adult Softball Program, that the non-resident user fee was going to be proposed to the City Commission and there was a possibility this fee would go into effect in January 2003. There have been many individuals who participate in this program that are opposed to this fee. They indicated that since an entry fee is paid by each team,then the non- residents should not be charged this fee. Staff contacted several other Cities in the area, and the Cities of Orlando, Apopka, and Maitland, all charge an entry fee, as well as a non-resident user fee. The entry fees for these Cities range from$280 to $335.00. The non-resident fee ranged from$10— 15 per participant. At the present time, the City charges an entry fee of$350 per team, and there is no non-resident user fee for the Adult Softball Program. The City collected $8750 this past season, and waived $700 due to two teams in the leagues being made up primarily of City Employees. The cost to operate the league is $10, 455, and this does not include the salaries of the Athletic Field Worker, Athletic Aide, or Athletic Supervisor, who puts in time to ensure the program is operated in an efficient and effective manner. (The cost includes officials, official association fees, ASA fees, scorekeepers,trophies,t-shirts, and lights).
