Director of Public Works SUBJECT: Purchase of the Recycle Truck per the City Budget �� by ()� Sole Source Procurement This year's City Budget included the purchase of a new Recycle Collection Truck. The lease purchase was identified under the Solid Waste-Recycle and under the Capital Purchases- Vehicles sections in the City Budget. The identified amount of the purchase was S148,000. Container Systems & Equipment Co., Inc. is the only authorized dealer in the State of Florida for Lodal recycling/refuse collection trucks. Our entire sanitation fleet is made up of Lodal trucks and they have been determined to be the truck that best meets the needs of the department. Any change of vehicle type would require additional cross training of crews, parts inventory, preventative maintenance requirements, additional supply vendors, and our fleet would not be uniform. Keeping the fleet uniform enables the department to continue a high level of service to the community. Staff has obtained a quote from Container Systems, Inc. for $147,754.00, which meets the amount budgeted. Staff contacted vendors of other types of equipment but were unable to obtain price quotes from them. The only other price we were able to obtain for a Lodal truck was from Waste Management, Inc., our previous contract collector/hauler, who also uses Lodal equipment. Their last bid was for 100+ vehicles and was in the $132,000 range per truck; however they were not willing to sell us a vehicle at any price. Staff recommends that the City's Purchasing Policy of obtaining at least three written quotes for this type of purchase be waived and allow the Public Works Department to purchase the vehicle by sole source procurement. Staff also recommends that the Mayor and City Commission authorize the purchase of the Recycle Truck to be a Lodal ••EVO" cab and chassis recycling collection truck from Container Systems and Equipment, Inc., in the amount of S147,754.00.
