Parker, Districtis 4 STAFF REPORT TO: The Honorable Mayor and City Commissioners FROM: Jim Gleason, Ocoee City Manager DATE: July 28, 2003 RE: Replacement of Perimeter Fence Around Retention Pond #113 Maguire Road ISSUE: Authorization from the Ocoee City Commission to contribute 50% ($9,937.50) towards the cost of replacing 600 linear feet wood fence around city retention pond 4113. If approved by the commission funds will come from the Storm Water Reserve Fund. BACKGROUND/DISCUSSION The existing 600 linear feet of wood fence around the perimeter of the city owned retention pond located off of Maguire road south of the Windermere Groves Community is in poor condition due to age and weather is in need of replacement. The city created the pond for the expansion of Maguire Rd. and is required to maintain the pond and the surrounding landscape burm and fence, which abuts the Windermere Groves Community. District 3 Commissioner Rusty Johnson and staff met with the Board of Directors of the Windermere Groves Homeowner Association to discuss the replacement of the fence and participation between the HOA and the city concerning the cost of the 600 linear feet. The HOA investigated options and decided to replace the total fence, which is 1600 linear feet of which only 600 linear feet serves as a buffer to the neighborhood. The HOA Board requested if the city would replace the 600 linear feet wood fence with White PVC to match the 1000 linear feet the HOA was going to replace. The White PVC is more expensive than the standard wood board on board fence, staff feels the PVC will require less maintenance and will last longer than replacing with a wood fence. This should save the city money over time on repair and maintenance and extend the life of the fence saving on future replacement. The white PVC fence will match the 1000 linear feet of fence the HOA is replacing adding conformity and aesthetic value to both the city pond and Windermere Groves. The HOA Board received bids and staff determined the HOA was able to get a lower price on 1600 linear feet of white PVC fence than the city could on 600 linear feet of white PVC fence. The total cost of the 600 linear feet is $19,875. RECOMMENDATION Staff respectfully request the city commission authorize payment of 50% of the cost to replace the existing 600 linear feet of wood fence with 600 linear feet of white PVC fence with a total cost to the city of $9,937.50. The funds will come from the Storm Water Reserve Fund. As we had previously discussed, due to several issues associated with the City's creation of the retention pond that borders the south side of our subdivision, it was agreed that the City and the Homeowners Association would share the cost of the portior of the perimeter fence in this area (approximately a 600' section). Enclosed is a copy of the signed contract with Fence Outlet that breaks out the cost associated with this section of the fence. Total cost of the entire project is $53,000 of which $19,875 is the cost associated with the 600' section. In accordance with our agreement to share this portion 50/50, the City's cost would be $9,937.50. It is my understanding this action would be added to the consent agenda at an upcoming commission meeting which would authorize payment to be made. It is requested you take the necessary actions to accomplish this. Once you have determined the meeting date this item will be considered for approval, please have your office notify me and I will plan on being present in case there are any questions or issues.
