Attached for your review is Addendum No. 03-02 to the Agreement for Consulting Engineering Services between the City of Ocoee and Professional Engineering Consultants, Inc. (PEC) for construction administration/inspection services for the Reclaimed Water Booster Pumping Facility Project. The Reclaimed Water Booster Pumping Facility will be located on the properly north of Grimes Office Park. • As on the Maguire Road project, staff has continued the arrangement with PEC that will allow the City to use one of its inspectors as the on-site inspector. This will provide us with a greater degree of contact with the field staff on a daily basis, and will enable staff to identify potential problems earlier. The inspector will work closely with PEC's construction manager who will ensure that all procedural and documentation issues are properly addressed throughout the project duration. The specific construction administration services to be provided directly by PEC are summarized as: 1. Conduct pre-construction meeting to outline construction schedule, coordinate construction events and establish lines of communication between contractor, City and design consultant. PEC will prepare and distribute a booklet with all of the forms to be utilized during the construction phase to enhance coordination/communication between the contractor, City and PEC during the construction phase; 2. Administer and coordinate monthly progress meetings (estimated at 12 meetings); POW' 3. Provide site visits and inspections with City inspector; 4. Review, approve and catalog all shop drawings, product data and equipment manuals; 5. Review and approve maintenance of traffic plans provided by contractor; 6. Review field questions of contractor and provide interpretation of contract documents; 7. Review and recommend contractor's request for payment, change orders, contract modifications; 8. Provide substantial completion inspection; and 9. Certify completion of the project and compliance with all regulatory permits. The proposed fee for this work, inclusive of subconsultant fees, is $ 76,743.00. Detail of the proposed work is provided in the attached proposal from PEC, Inc. This work will be paid for through the capital improvements fund from monies remaining from the 1997 Utility Bond issue. The City of Ocoec's Reclaimed Water Booster Pumping Facility and Future Storage Tank project includes the wet tap of the nearby 54-inch Conserv II Reclaimed Water Main, the connection piping from the 54-inch reclaimed water main to the turnout which meters the reclaimed water flow, and the Booster Pumping Station. The 54-inch Conserv II Reclaimed Water Main,jointly owned by Orange County and the City of Orlando, will provide the reclaimed water for the reclaimed water facility. This reclaimed water will be used to irrigate residential and commercial sites along Maguire Road from south of Roberson Road to Professional Parkway via a 16-inch reclaimed water transmission main that was installed during the construction of Maguire Road. The Booster Pumping Facility will consist of three(3)vertical turbine pumps with one(1)pump as a stand-by. Construction contract time is estimated to be 365 calendar days, or twelve(12)months for this project. A man-hour estimate for a Resident Project Representative (RPR) is not included in this proposal as we foresee the services of a RPR to be cost effectively provided by City staff similar to the Maguire Road construction project. We propose to perform the Construction Administration and Construction Inspection services described herein based on a total amount not-to-exceed $76,743. The Owner shall provide additional compensation for construction phase services preformed by PEC ur connection with contract time extension beyond the stated not-to-exceed 365 calendar day construction period. However,as it is not possible to forecast time required to perform such reviews or the number of possible proposals that may submitted,cost of such review should be covered by the Contractor. PEC recommends that Owners Speci ications address reimbusement cost for Engineers review of Contractor Proposed Changes and or Contractor Value Engineering Proposals by the Contractor as part of such proposals 7.
