Parker, District 4 STAFF REPORT TO: The Honorable Mayor and City Commissioners FROM: Jim Gleason, City Manager DATE: October 13, 2003 RE: Police Take Home Vehicle Proposal -Addition ISSUE The City Commission pulled this item from the 10-7-03 Commission Agenda due to the illness of Commissioner Rusty Johnson and directed staff to have the item placed on the 10-21-03 City Commission Agenda. BACKGROUND/DISCUSSION During Discussion at the 10-7-03 City Commission meeting, it was requested staff add the Fire Inspectors to the policy discussion in regards to "Take Home Vehicles Proposal". We currently have a policy in place for Utilities and Public Works "On Call"employees. RECOMMENDATION It is the opinion of the City Manager that the "Take Home Vehicle Proposal" is a Policy Decision for the City Commission and staff does not offer a recommendation in regards to police and or fire inspectors. We do request this issue be brought to closure if possible at the 10-21-03 City Commission meeting. Page 1 of 1 Mayor Q Commissioners S. Scott Vandergrift Danny Howell,District 1 Scott Anderson,District 2 City Manager Rusty Johnson,District 3 Jim Gleason Nancy J.Parker,District 4 STAFF REPORT TO: The Honorable Mayor and City Commissioners FROM: Steve Goclon, Chief Of Police DATE: September 9, 2003 RE: Police Take Home Vehicle Proposal ISSUE Should the Honorable Mayor and Board of City Commissioners authorize the Ocoee Police Department to expand the existing marked take home vehicle program. BACKGROUND/DISCUSSION Recent meetings with the Commission indicate a willingness to expand the marked take home vehicle program to as far as five miles outside of the city limit boundaries. Three possible options are shown on the attached map indicating a five-mile circular radius from the police headquarters building, a three- mile extension from the city limit boundaries, and a five-mile extension from city limit boundaries. An officer living five miles outside of the city limit boundaries will put an average of 1920 additional miles on a vehicle per year based on a four/ten hour day work week. Approximately five or six officers would be affected by the five-mile extension from city limit boundaries option. Only one officer would be affected by the five-mile circular radius option from the police headquarters building. RECOMMENDATION It is respectfully recommended that the Honorable Mayor and Board of City Commissioners approve the request to expand the current limits of the marked vehicle take home program to a five mile extension from the city limit boundaries, or a three mile extension from the city limit boundaries, or to a five mile circular radius from the police headquarters building. Portions of this staff report that are approved will be added to the police department's take home vehicle policy. file://C:\Documents%20and%20Settings\j grafton\Local%20Settings\Temporary%20lnter... 10/13/2003 3-Mile and 5-Mile City Limit Buffers dl 7,r r'4 g 7 c a 21 E 3 0 f c SAND LAKE RD EMAIH ST RAN BV LSFMD I I WSa:16 g m WEST TOWN PKWY -Mile Buffer fro ' _ i1i tr i --— — CLAHWNA OCOEE RD 4.
