While country music is great, there are diverse entertainers that are just a good and it will provide an opportunity to bring more of the City residents together by including them. It's understood you work hard in putting this event together every year but it has become a status quo, Country, country, country. Is there a reason no other music genres are chosen? Let us honor and respect our diverse City and include entertainment other than just country music. I know this is on the consent agenda for tonight's meeting and unfortunately I will not be able to attend the meeting due to my work schedule. Apparently, this property was annexed from Orange County to Ocoee without completion of a Joint Planning Agreement between Orange County and the city. Most municipalities have already completed their JPA`s, but the Agreement between Ocoee and Orange has been canceled and another has not been formally executed. The city has evidently planned numerous commercial and residential projects on the north side, information definitely part of the public record but not generally known to county residents affected. The traffic congestion caused by all these ambitious projects will create traffic far in excess of what is presently counted. There are also a number of county projects in the works for this former rural settlement area, so it can be understood why many, Clarcona residents in particular, see an overarching need for city -county collaboration. In careful study of the projected Metroplan, I see no mention of any planned four-laning of Apopka -Vinland Road (North) and no mention of adding turning lanes or an additional two lanes on McCormick. If improvements have been coordinated by a city -county joint plan, I see no evidence of this through my own research. The goal for both city and county should be to create planned communities with evidence of forethought, so as to prevent massive traffic snarls in any given area, rural or urban. Lakeshore Drive Ocoee, Florida 34761 Attn: City Clerk Re: Letter of Objection to Annexation and Comprehensive Plan Amendment re: CLRM Property Dear Interested Officials of the City of Ocoee: Please accept this letter as Barry A. Reiter's and Gretchen R. H. Vose's (husband and wife who own and reside on the property immediately to the east of the CLRM Property) objection to the annexation and comprehensive plan amendment regarding the CLRM Property. The CLRM Property is 213.3 acres which is located generally south of McCormick Road, west of Clarcona Road, north of the West Orange Trail and Forest Trails subdivision, and directly east and adjacent to our constitutional homestead property located at 106 W. McCormick Road, Apopka, Florida. Our objections to this annexation and comprehensive plan amendment include the following: 1) There is not sufficient roadway infrastructure to appropriately handle the traffic to be generated by proposed development on the CLRM Property. 2) The CLRM Property is a part of the Orange County Clarcona Rural Settlement. The proposed land use is not consistent or appropriate with the adjacent rural settlement properties. Orange County disapproved a similar proposed development on this property in 2018 due to its incompatibility with adjacent land uses and numerous other reasons. As a result, the developer of the CLRM Property approached the City of Ocoee and requested that the property be annexed and development occur in the City of Ocoee. The City of Ocoee, based on the request by the CLRM developer, notified Orange County of its intent of "non -renewal" of the Joint Planning Agreement. This action did not permit the annexation of the CLRM Property, and therefore, both the annexation and the comprehensive plan change are illegal. 2) The annexation of the CLRM Property results in the creation of an enclave, and is therefore not legal. 3) The comprehensive plan amendment is illegal since the CLRM Property is not able to be legally annexed. City of Ocoee June 17, 2019 Page 2 4) The CLRM Property is in the Wekiva Study Area and the proposed development does not comport with the requirements in the Wekiva Study Area. 5) The annexation and proposed amendment to the City of Ocoee's Comprehensive Plan is not in compliance with the City of Ocoee's current comprehensive plan. 6) The CLRM Property does not comply with school concurrency. We are extremely concerned about the lack of existing infrastructure to support the annexation and development of three hundred eight one (381) single family homes. Mayor, as a resident of Ocoee for 60 years, you can attest to the evolution of the City of Ocoee. There have been numerous, positive changes; however, growth must be carefully managed to ensure existing residents are not negatively impacted. The Association is not opposed to development and the annexation of additional property into the City of Ocoee, as we certainly understand growth is imminent in Central Florida. Given the current state of infrastructure in our immediate area, the impact of the proposed annexation and development to Forest Trail homeowners is imbalanced and unjustified. As an example, seven (7) out of ten (10) days, traffic was backed up past Hackney Prairie Rd resulting in sitting through five (5) signal light cycles. This is extremely inefficient and demonstrates the need for immediate infrastructure improvements. Further development will undoubtedly exasperate the problem. Arden Park North, which was approved in 2006, is three hundred eight (308) acres and has dramatically impacted the infrastructure. While it is understood that the expansion of Clark Rd to four (4) lanes and punching through to McCormick Rd is planned for soon, this should have been expanded prior to the expansion of Arden Park North. As a result of previous policy, "development prior to infrastructure improvements", the intersection of Clarcona-Ocoee Rd and Clark Rd not only experiences daily traffic backups but is now experiencing a significant increase in auto accidents. We fully support Commissioner Oliver's concerns regarding the hurried development that is occurring in the northern portion of Ocoee. If the City maintains the previous policy of "development prior to infrastructure improvements", one should expect similar problems at Apopka Vineland Rd and McCormick Rd and Apopka Vineland Rd and Clarcona- Ocoee Rd. the residents of Moreover, Commissioner Firstner noted at a recent City Council Meeting that he expected the north side of Ocoee to be developed; however, he did not expect it to occur over a short amount of time. He was assured by developers and other City officials that the impact would be minimal, yet it has proven to significantly impact Forest Trails and other communities in the immediate area. In addition to the obvious infrastructure deficiencies in the immediate area, we strongly support Commissioner Brinson's concerns regarding density of the proposed development. Specifically, the 1:7 parking ratio should be carefully reviewed and scrutinized. Planner Rumer maintains the 1:7 parking ratio is called for in an "Urban Area". The northern portion is unquestionably more rural than urban. At a minimum, the proposed developed should maintain "Suburban Area" design standards.
