BACKGROUND AND DISCUSSION: This CIP project consists of design, permitting, and construction of a dry-bottom 100-year retention pond and related overflow system for the 25-30 acre drainage basin which includes Lakewood Hills Subdivision and Center Street,from Stark Lake Circle to Cardinal Street. The proposed stormwater pond will replace the existing ditch located immediately south of Center Street and west of Stark Lake Circle. The pond will be located south of Center Street, west of Woodson Avenue, and north of Silver Star Road, and east of Orange Avenue. More descriptive information is provided in the attached Scope of Services document. The preliminary/conceptual design of the Center Street ditch has already been completed by PEC and Orange County has acquired the necessary right-of-way for the construction of the stormwater facility. It is anticipated that the design&permitting phase of the project will be completed by the end of the current fiscal year. The construction phase will begin at the beginning of the fiscal year 2004-05. Funds for the design &permitting phase are available from the Stormwater R &R Funds ($15,750) and the Stormwater Contingency Funds($29,245). RECOMMENDATION: Staff respectfully requests the Honorable Mayor and City Commission approve$44,995.00 from the Stormwater R & R Funds ($15,750) and the Stormwater Contingency Funds ($29,245)for this project and authorize PEC to proceed with the final design and permitting of the Center Street Stormwater Pond. Execution of the Work Order No. 25 shall serve as authorization of ENGINEER to provide professional engineering services as described in Attachment "A" which is attached hereto and made a part hereof. ENGINEER shall provide said service pursuant to Work Order No. 25, its attachment and that certain Agreement of June 2, 1992 between CITY and ENGINEER which is incorporated herein by reference as if it had been set out in its entirety. Whenever the Work Order conflicts with said Agreement, the Agreement shall prevail. PURPOSE The City of Ocoee has requested a scope of work and fee proposal to design and implement a stormwater pond in the vicinity of Center Street and Jay Street. Center Street is located in Section 17 of Township 22 South and Range 28 East within the Starke Lake Drainage Basin.More specifically,the proposed pond is located immediately south of Center Street,west of Woodson Avenue,north of Silver Star Road,and east of Orange Avenue. Currently, approximately 25 - 30 acres from the Lakewood Hills Subdivision, as well as Center Street, from Starke Lake Circle to Cardinal Street, contribute runoff to an existing ditch located immediately south of Center Street and west of Starke Lake Circle. The ditch currently has no formal outfall system, with the exception of the ditch bank overtopping and water sheet flowing southerly to Silver Star Road and eventually to Starke Lake. The Center Street ditch,which has been documented as a problematic area by the City of Ocoee and Orange County, continues to breach the ditch banks, resulting in stormwater discharging to adjacent properties, causing shallow flooding and erosion of the properties. To alleviate the existing drainage conditions,the Center Street ditch will be replaced with a stormwater pond to properly treat and retain the runoff from the contributing basin area and eliminate the downstream • drainage problems. The proposed drainage improvements will consist of the following(refer to Figure 1): • Construct a dry-bottom 100-year retention pond; and • Construct a high level overflow system from the proposed retention pond to Orange Avenue. It should be noted that the proposed improvements do not include, at this time,a secondary conveyance system within the Center Street right-of-way,between Orange Avenue and Starke Lake Circle(e.g.,curb and gutter, roadside inlets, and storm sewer pipes). 1 P-3318.SCO ATTACHMENT "A" SCOPE OF SERVICES WORK ORDER NO. 25 for CENTER STREET STORMWATER POND Following is a detailed scope of work and the associated fees (Attachment "B") anticipated for this project. 1. The ENGINEER shall coordinate with the Survey Subconsultant (Southeastern Surveying) to prepare survey drawings in support of final design services. The survey drawings shall consist of a location and topographic survey for the pond site and outfall system. The Survey Subconsultant shall coordinate with Orange County to obtain the horizontal control and the boundary work associated with the platted Center Street retention pond easement documents. 2. The ENGINEER shall conduct a field review to confirm the content and accuracy of the survey drawings as well as establish the contributing basin area. 3. The ENGINEER shall coordinate with the various utility entities in order to verify/confirm the location of existing underground utilities in the vicinity of the proposed improvements. 4. The ENGINEER shall conduct a pre-application meeting with the SJRWMD to establish the design criteria, type of permit and the permit application fee. 5. The ENGINEER shall coordinate with the Geotechnical Subconsultant (Devo Engineering) to establish the subsurface conditions and the seasonal high water table elevations. 6. The ENGINEER shall perform a hydrologic/hydraulic analyses in order to design the stormwater pond and outfall system. The ENGINEER shall also perform a recovery analysis to demonstrate that the 100-year retained volume evacuates within 14 days. 7. For the proposed drainage improvements,the ENGINEER shall prepare all construction plans and technical specifications necessary for a complete a bid package to award for construction. All design parameters, surveys and construction plans shall be submitted in English Standard units. It is anticipated that the City of Ocoee shall prepare and provide the "front-end" documents and general conditions. 8. The ENGINEER shall prepare probable construction costs for the proposed improvements. Statements ofprobable construction costs and detailed cost estimates prepared by the ENGINEER represents his best judgment as a design professional familiar with the construction industry. It is recognized,however,that the ENGINEER has no control over the cost of labor,materials, or equipment;over the contractor's methods of determining bid prices;or over competitive bidding or market conditions. Accordingly,the ENGINEER cannot and does not guarantee that bids will not vary from any statement of probable construction cost or other estimates prepared by him. 9. The ENGINEER is responsible for preparing and submitting an Environmental Resource Permit (ERP) Application to the SJRWMD (Altamonte Springs Service Center) required for construction. The ENGINEER is also responsible for supplying responses for all reasonable "requests for additional information" (RAI) letters from the WMD in order to acquire the necessary permits. In other words, the ENGINEER shall be responsible for addressing all technical issues but will not be required to defend an administrative hearing without additional compensation. 10. Since the proposed construction activities exceed one (1) acre of disturbed land, a NPDES construction permit application(Storm Water Pollution Prevention Plan and a Notice of Intent) will be required to be submitted to the Florida Department of Environmental Protection(FDEP). 11. The ENGINEER shall conduct two(2)status meetings with the City of Ocoee during the duration of the project. 3 P-3318.SCO ATTACHMENT "A" SCOPE OF SERVICES WORK ORDER NO. 25 for CENTER STREET STORMWATER POND II. CONDITIONS AND ASSUMPTIONS The following conditions and assumptions are noted as qualifications to this proposal. 1. Engineering services related to construction administration, including: pre-bid and pre- construction meetings; site inspections during construction;review of shop drawings; review of partial pay requests, etc; are not included within this proposal. 2. This proposal does not include fees to prepare drainage easement related documents with the exception of the easement depicted on Figure 1,between Orange Avenue and Lot 3. If required, the Survey Subconsultant shall prepare a fee proposal for additional services. 3. Construction testing services, geotechnical engineering and testing, boundary and topographic surveys,landscape and irrigation design and non-utility engineering(e.g.,power,gas,telephone, cable television, site lighting) services will be provided by others. 4. Underground utility location information will be provided by the servicing utility. Any utility investigation required in addition to information made available by the utility companies may be provided as,an additional service performed based on the attached hourly rate sheet(Attachment "C"). ADDITIONAL ENGINEERING SERVICES The following Additional Engineering Services are not included under the Basic Scope of Professional Services. These services, if required,may be performed upon proper authorization by the City. 1. Services resulting from significant changes in the general scope,extent or character of the Project or its design including, but not limited to, changes in size, complexity, OWNER's schedule or character of construction. 2. Services resulting from revising previously accepted studies, reports, design documents or Contract Documents when such revisions are required by changes in laws, rules, regulations, ordinances, codes or orders enacted subsequent to the preparation of such studies, reports or documents, or are due to any other causes beyond ENGINEER's control. 3. Services resulting from the award of more than one individual prime contract for construction of the Project. 4. Further biding and negotiating services including assistance in connection with bid protests and rebidding or renegotiating contracts for construction,materials,equipment or services,provided that rebidding is not required by errors or omissions of the ENGINEER. 5. Providing any type of property surveys or related engineering services needed for the transfer of interests in real property, field surveys for design purposes, engineering services needed for the transfer of interest in real property,field surveys for design purposes,engineering surveys,staking to enable Contractor(s) to proceed with their work, and providing other special field surveys. 6. Preparing to serve or serving as a consultant or witness for OWNER in any litigation, arbitration or other legal or administrative proceeding involving the Project. 7. Additional or extended services during construction made necessary by a significant amount of defective or neglected work of the Contractor, acceleration of the progress schedule involving services beyond normal working hours, and default by any Contractor. 10. Services to verify the accuracy of drawings or other information furnished by OWNER. 11. Services required due to conditions different from those itemized under Basic Scope of Professional Services or due to events beyond the control of the ENGINEER. 12. Consulting GEotEchnical EnginEEr Proposal for Center Street Pond-Page 1 p The proposed pond bottom elevation is + 136 ft and the top of bank elevation is + 145 ft in the southwest corner and rising to + 152 ft on the northeast corner. Therefore, the height of the fill berm is on the order of 8 ft in the southwest corner. The maximum depth of excavation is about 14 ft in the northeast corner. The width of the maintenance berm is I 0 ft. p The pond will be designed to retain and infiltrate the 100 year storm event. The design and performance of this pond is therefore very dependent on the appropriateness of the soil and water table parameters. O Access to the pond footprint is from Center Street and portions of the site are heavily wooded. The objectives of this investigation are as follows: O Assess the materials to be excavated and their engineering suitability (especially with respect to berm fill) OO Perform a berm stability and seepage analysis for the berm fill portion of the pond perimeter. OO Provide liner recommendations (if needed) and specifications for liner material and installation. ® Recommend aquifer parameters for infiltration modeling which will be performed by PEC. These parameters include: r► base of mobilized aquifer (ft NGVD) r► seasonal high water table altitude (ft NGVD) r► weighted horizontal hydraulic conductivity (ft/day) r► fillable porosity (%) �► unsaturated vertical infiltration rate (ft/day) OO Provide any earthwork recommendations for soil profile modifications to achieve the above parameters (for example, removal of clay layers). The following scope of work is proposed to provide geotechnical data for this study: OO Call in utility clearance OO Drill four (4) power auger borings to a depth of 30 ft and install temporary piezometers in each. © Extract two(2)shelby tube samples for permeability testing and read stabilized water table in piezometers in days following installation. ® Classify the samples by visual and tactile methods. © Two (2) falling head laboratory permeability tests. © Two (2) fines fraction and natural moisture content tests. Our deliverable will include a report with standard basemaps including quad map, soils map, and boring location plan and the results of the soil borings and lab tests.The report will also include recommendations relative to the items listed under objectives. A maximum of 4 report copies will be delivered. The estimated time for completion of our work is 2 weeks following the receipt of the survey data for the boreholes.
