COMMUNITY REDEVELOPMENT AGENCY REGULAR MEETING Ocoee Commission Chambers 150 North Lakeshore Drive Ocoee, Florida February 18, 2020 MINUTES 5:00 PM I. Call to Order CRA Chair Firstner called the Community Redevelopment Agency Board to order at 5:00 PM in the Commission Chambers of City Hall. City Clerk Sibbitt called roll and declared a quorum present. Roll Call: Chair Firstner, Vice -Chair June, Member Brinson, Member Wilsen, Member Johnson, Member Oliver and Member Marsh. Also Present: City Manager Frank, Assistant City Manager Shadrix, City Attorney Cookson, and City Clerk Sibbitt. II. Public Comments - None III. Approval of Minutes from the November 5, 2019, CRA Regular Meeting Member Wilsen, seconded by Member Oliver, moved to approve the CRA Regular Meeting Minutes of November 5. 2019, as presented. Motion carried 7-0. IV. City Center West Orange (CCWO) Update Construction Overview - City Center West Orange Chief Engineering & Construction Officer John Amm provided a visual overview on the projects for City Center West Orange (CCWO) which included an overview of the CCWO Schedule. At the conclusion of his presentation he answered questions from the board with regard to marketing, financial support, and traffic studies conducted on the CCWO project. Deputy Development Services Director/CRA Administrator Corless provided an overview of Maine Street Park which will be constructed by CCWO, and is scheduled to be completed by 2021. Once completed, CCWO will turn the park over to the City for basic operations and maintenance of the facility. CRA Regular Meeting 02-18-2020 Page 1 Public/Construction Information Program - Deputy Development Services Director/CRA Administrator Corless advised that City staff is working closely with Mr. Amm, and construction notices are being sent out to the property owners that are adjacent to the Blackwood and North Blackwood Avenue corridor. Additionally, CCWO has put up signage to alert citizens to watch out for traffic, and the use of social media is also being implemented to assist with notification. V. Update on Capital Projects A) SR 50 Median Landscape Improvement Project - Deputy Development Services Director/CRA Administrator Corless provided overview as follows: - Bid opened 12/17 - Lowest Bidder — Down to Earth 11, $1,283,096.98; Bid awarded - Available funding $1,390,000 - Contractor Kick-off week is scheduled for 2/24 - Construction to begin in March and will be completed in four phases - Construction information program will also be implemented for SR 50 and will include: Construction notices to businesses and social media B) Questions on any other Capital Proiect— Work in Progress on Studies and Other Capital Projects Deputy Development Services Director/CRA Administrator Corless provided an overview on the following projects: - Wellness Park - Bluford Avenue - N. Blackwood Avenue - Target Area 1 Master Infrastructure Pond & Dedication of Roadway ROW VI. Other Items A) 2019 Annual Report - Deputy Development Services Director/CRA Administrator Corless announced 2018-2019 Annual Report is being printed and will be available soon. Contents in the report will include: - CRA Map & Overview - Realizing the vision & implementing objectives - CRA projects that were completed or started - Financial information - Private businesses that have opened or initiated construction - Outreach - Meet our appointed Board Members B) Trademark — Fifty West Redevelopment District — Deputy Development Services Director/CRA Administrator Corless announced the CRA Logo is trademarked and active. CRA Regular Meeting 02-18-2020 Page 2 VIL Confirm Next Regular CRA Board Meeting Deputy Development Services Director/CRA Administrator Corless announced and confirmed the next meeting is scheduled for May 5, 2020, at 5:00 PM. Consensus of the CRA Board was that they approved the CRA Meeting scheduled for May 5, 2020. VIII. Bluford Avenue and Maine Street. The park is designed and will be constructed by City Center West Orange. Estimated construction completion is late Fall of 2021. • N. Blackwood Avenue Streetscape - The round -about has resulted in the redesign of utilities in the intersection of N. Blackwood Avenue and Montgomery Avenue. Construction cost have increased to $1.8 million proceeding to 90%. Staff will be working with City Center on a few outstanding issues. • S. Bluford Streetscape Corridor -We have just started to relook at the Bluford/Geneva intersection. We are preparing conceptual design documents for the roundabout. • SR 50 Median Landscape - First three (3) phases are complete. During June we will be working on the last segment from Clarke Road to Good Homes Road. July is set for substantial and final walkthrough. FDOT has given the project good grades for proper construction and MOT methods, as well as for being slightly ahead of schedule during their past three (3) field inspection. We have submitted one of the five anticipated reimbursement requests to FDOT. • SR 50 Lighting - There is really no news from FDOT and Duke Energy regarding the design and installation of the streetlights. Staff have sent emails to the designers and expect an update any day. Target Area 1 Master Infrastructure Master Plan - The plan is complete. Staff is having conversations with FDOT/Turnpike regarding possible shared pond scenarios. Wellness Park - Expecting 100% design documents shortly. Need to secure additional funding. Construction cost is estimated at $1.8 million. Looking to apply for several grants this summer. (page 3) • Original assessed real property values within the Fifty West Redevelopment District as of the day the agency was created (2006). (page 5) Total assessed real property values of property within the boundaries of the Fifty West Redevelopment District as of January 1 It of the reporting year. (page 5) A summary indicating to what extent the CRA has achieved the goals set out in our community redevelopment plan. (pages 6-8) • The performance data for each plan authorized, administered, or overseen by the Community Redevelopment Agency as of December 31 It of the reporting year, must be presented, including the total number of projects started and completed and the estimated cost for each project. (pages 9-10) • Total expenditures from the redevelopment trust fund. (page 1 1) • The total amount expended for affordable housing for low-income and middle - income residents is to be provided, if applicable, The Blight Study did not identify affordable housing as a blight issue, nor does the Redevelopment Plan address it; therefore, the 2019 Annual Report does not include a section on affordable housing. The availability of the reports to the public was advertised in the Orange Observer in the March 26th issue. MEMORANDUM TO: CRA Board Member FROM: Ginger Corless, AICP, CPRP Deputy Development Services Director/CRA Administrator DATE: June 02, 2020 RE: CRA Website The CRA's website was created as an overlay to the Lakeshore Center's webpage as a way to economically manage the website through the City's contract with CivicPlus. Based on several reasons, the Parks & Recreation Department developed a standalone website for the Lakeshore Center. In doing this, the CRA was given the opportunity to create a cleaner functioning website that is tied to the ocoee.org website. Support Services is assisting the CRA by working closely with CivicPlus to create a dynamic website that provides cleaner access to important documents and better defines the CRA as a City Agency. On page two (2) is an image of what the site will look like once it has been relocated and launched later this month. Florida Statutes, Chapter 163, Part III and 189.069 requires all special districts to maintain an official website with specified content.
