Expressway (CFX) Authority and the City of Ocoee for the construction of a portion of the
Franklin Street Multipurpose Path outlined in the MetroPlan Silver Star Road Complete Streets
Study with funds to be allocated in the fiscal year(FY) 2020-2021 budget.
Background Summary: In 2019, the City Commission approved the MetroPlan Silver Star Road
Complete Streets Study. This study identified the need to construct a 12-foot wide multipurpose path
along the south side of Franklin Street, from East Crown Point Road east to Ocoee's Downtown. The
City's Downtown Master Plan also identifies the importance of constructing a multipurpose path on
Franklin Street to eventually connect the City of Ocoee to the West Orange Trail, via a sidewalk on the
north side of Plant Street within the City of Winter Garden
Earlier this year, CFX met with staff to discuss their plans to relocate the SR 429 off-ramp to Franklin
Street from the south side of Franklin Street to the north side of Franklin Street. The reasoning for the
change in ramp configuration is to provide additional spacing and stacking for vehicles exiting SR 429
onto Franklin Street. At this meeting, City staff requested CFX to consider including a 12-foot wide
multipurpose path, as shown in the MetroPlan Silver Star Complete Streets Study, in CFX's SR 429-
Franklin Street ramp relocation project. CFX agreed to add the multipurpose path between East
Crown Point Road and Bowness Avenue to their construction plans, if the City committed to pay for
the increased costs to change their planned 5-foot sidewalk to a 12-foot wide multipurpose path and
acquire the necessary right-of-way for its construction. The City's costs to construct the multipurpose
path is estimated to be $586,241. CFX has presented the project to FDOT and received their
concurrence with the proposed typical section of Franklin Street that includes the 12-foot wide
multipurpose path.
Staff reached out to MetroPlan for funding assistance. Staff at MetroPlan agreed to cover the added
costs to construct the multipurpose path; however, City staff was recently informed that due to certain
funding limitations on the use of trail funds, MetroPlan would no longer be able to commit the funds.
CFX is at a critical point in preparing the construction documents, which at this time includes the 12-
foot wide multipurpose path CFX is requesting for the City to provide assurances that the City will
commit $586,241 in our FY 2020-2021 budget to construct the shared path. If the Commission elects
to earmark the funding for the multipurpose path, CFX will complete the construction documents to
include the multipurpose path
By partnering with CFX on this project, the City can move forward with implementing a portion of the
trail connection to Downtown without having to pay for the design, engineering and construction
administration fees. CFX has agreed to cover those costs, saving the City an estimated $80,000.
Furthermore, by the City partnering with CFX, the City is able to start building our downtown trail
system much sooner than we would without the inclusion of the multipurpose path in CFX's Franklin
Street Plans.
CFX's current schedule is to place the project out to bid this September with construction commencing
in early 2021. If we elect to enter into the interlocal agreement and provide the required funding, we
would be billed monthly for our portion of the construction. If the Commission elects to move forward,
the interlocal agreement will be drafted and come back to the City Commission for review and
approval in July
Issue: Should the Honorable Mayor and City Commission authorize City staff to earmark $586,241 to
construct the 12-foot wide multipurpose path beginning in FY 2020-2021 and proceed in developing
an interlocal agreement for CFX to design and construct the multipurpose path on behalf of the City?
Recommendations: Staff recommends that the Honorable Mayor and City Commission authorize
staff to proceed in developing an interlocal agreement with CFX to construct the 12-foot wide
multipurpose path and designate funds in the City's FY 2020-2021 budget to fund the construction.
Attachments: CFX's Franklin Street Plan, including the 12-foot wide multipurpose path and the Silver
Star Road Complete Streets Franklin Street 12-foot multipurpose path graphic.
Financial Impact: The City's portion of the multipurpose path is estimated to be $586,241. These
funds will need to be made available in the FY 2020-2021 budget.
