Background Summary:
The City Commission approved the new Exclusive Franchise Agreement with Waste Connections (WC)
for solid waste collection at the January 21, 2020 meeting. The City and WC have worked to prepare a
Resolution in accordance with the City's Solid Waste Ordinance to provide residents an optional method
to dispose of yard waste debris that are in excess of the four (4) cubic yards of materials allotted for
weekly collection. Residents are not required to utilize the City's residential franchise contractor,
however the resolution will provide a collection and removal rate of fifteen dollars ($15 00) per cubic
yard should residents elect to utilize the franchise contractor to handle excess debris. Public Works
recommends approval of the Resolution

Recommendations:
Recommend the City Commission approve the Resolution establishing a rate for collection and removal
of oversized yard waste at fifteen dollars ($15 00) per cubic yard as provided by the City's residential
franchise contractor, Waste Connections

RESOLUTION NO. 2020-
A RESOLUTION OF THE CITY OF OCOEE, FLORIDA,
ESTABLISHING RATES FOR COLLECTION AND
REMOVAL OF RESIDENTIAL OVERSIZED YARD WASTE
IN ACCORDANCE WITH SECTION 143-7A(4) OF THE
CITY OF OCOEE CODE OF ORDINANCES; PROVIDING
FOR SEVERABILITY; PROVIDING AN EFFECTIVE DATE.
WHEREAS,on August 20, 2019, the City Commission of the City of Ocoee, Florida(the
"City Commission") voted to expand the existing mufti-family solid waste franchise agreement
with Waste Connections of Florida, Inc.. ("WC")to include residential solid waste collection; and
WHEREAS, on January 21, 2020, the City Commission approved an exclusive franchise
agreement between the City of Ocoee ("City)and WC for collection of residential and commercial
solid waste: and
WHEREAS, Section 143-7A(4) of the City of Ocoee Code of Ordinances ("City Code"),
provides that, except as provided in a resolution by the City Commission, all containers, bags,
receptacles and items left for collection which exceed the limits set forth in this Chapter 143 of the
City Code shall not be collected by the City or the City's franchisee; and
WHEREAS, Section 143-7A14) of the City Code further provides that the City
Commission may by resolution establish rates for the collection of such excess waste: and
WHEREAS, in cooperation with WC and on behalf of its citizens, the City Commission
intends to adopt a resolution to establish such rates for collection and removal of residential
oversized yard waste debris.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF OCOEE,FLORIDA,AS FOLLOWS:
SECTION ONE. Authority. '1 he City Commission of the City of Ocoee has the
authority to adopt this Resolution pursuant Article VIII of the Constitution of the State of Florida
and Chapter 166, Florida Statutes.
SECTION TWO. Rates for Removal of Residential Oversized Yard Waste Debris
Removal Service. WC will supply a yard waste removal and collections services to City residents
at the rate of Fifteen Dollars ($15.00) per cubic yard for removal of oversized yard waste debris
Residents will place the yard waste debris at the curb for pick up on their designated yard trash
pick-up day. If the yard waste debris is oversized, WC will notify the resident that special
arrangements must be made for removal of such oversized yard waste debris. To schedule and
pre-pay the costs for such removal, the resident must call the WC Customer Service Team at-07-
261-5000. The method of calculation of cost/cubic yards to be removed will be as follows:
measure the length x width x height for a subtotal and divide this subtotal number by 27. Once
pre-payment is made in full for removal of the oversized yard waste debris, service for removal
will be scheduled on the next available business day.
SECTION THREE. Severability. If any section, subsection, sentence, clause, phrase or
portion of this Resolution is for any reason held invalid or unconstitutional by any court of
competent jurisdiction,such portion shall be deemed a separate,distinct and independent provision
and such holding shall not affect the validity of the remaining portion hereto.
SECTION FOUR. Effective Date. This Resolution shall become effective immediately
upon passage and adoption.

Proposal for City of Ocoee, Florida Residential
Oversized Yard Waste Debris Removal Service by
Waste Connections of Florida, Inc.
Waste Connections of Florida, Inc. proposes to the City of Ocoee, Florida
Oversized yard waste removal service between the City of Ocoee residents and
Waste Connections of Florida, Inc.
This proposal is for Waste Connections of Florida, Inc. to supply a Yard Waste
Removal vehicle to the residents in the City limits of Ocoee, Florida at a reduced
rate of$15.00 (fifteen) per cubic yard for removal. A Waste Connections
Operations Supervisor will quote the resident when they call into Waste
Connections customer service line.The resdent will know this because they will
receive a notification for non collection. A method of measuring the Length x
Width x Height and dividing by 27 will result in a calculation of the cubic yards to
be removed. The Operations Supervisor will determine the type truck needed for
removal. The resident should call the Waste Connections Customer Service Team
at 407-261-5000 and make a pre-payment of the agreed upon amount on any
major credit Card. Once the pre-payment has been made the service will be
schedule on the next available business day. Any issues resulting from this service
will be handled by Waste Connections Customer Care and our Operations
management team.
