MINUTES OF THE CITY OF OCOEE CANVASSING BOARD MEETING HELD
MARCH 11, 2009
CALL TO ORDER
Le Mayor Vandergrift called the Canvassing Board to order at 12:00 p.m. in the office of the
Supervisor of Elections, 119 W. Kaley Street. The roll was called and a quorum declared present.
ROLL CALL: Mayor Vandergrift, Commissioner Hood, and Commissioner Johnson.
ALSO PRESENT: City Clerk Eikenberry, Recording Clerk Moseley, City Attorney Rosenthal,
Supervisor of Elections Representatives Lonn Fluke and Beverly Willis, and Audit
Committee Members Melanie Sibbitt and Cathy Sills. Also present was
Commissioner Anderson, Commission Candidate Rosemary Wilsen, and observers
Fred Wilsen and Martha Lopez-Anderson.
ABSENT: None.
City Clerk Eikenberry explained the order of procedures to follow, to include the new step required
by law of an auditing committee. She stated that they received five (5) absentee ballots without
signature, which were automatically rejected, and there were no questionable absentee ballots. She
announced that 351 absentee ballots received for District 2 were approved by the Supervisor of
Elections according to state law compliance.
Mayor Vandergrift, seconded by Commissioner Johnson, moved to accept the 351 absentee
ballots for District 2 approved by the Supervisor of Elections. Motion carried 3-0.
City Attorney Rosenthal announced that SOE staff was running the envelopes through a machine to
open. Mayor Vandergrift and Commissioner Hood began separating the certificate (outer)
envelopes from the secrecy envelopes, then the ballots from that.
SOE Representative Lonn Fluke ran the Logic and Accuracy Test, which was witnessed by
Commissioner Hood, Commissioner Johnson, and City Clerk Eikenberry. SOE Representative
Lonn Fluke ran the absentee ballots through the machine. Commissioner Hood and Commissioner
Johnson reviewed the Master Report with expected results and verified the report by initialing.
City Clerk Eikenberry announced that after the machine counted the ballots, there were no under
votes and no over votes; the totals of the absentee ballots were as follows:

City Clerk Eikenberry reported there were no provisional ballots. She said the totals of the absentee
ballots would then be added to the precinct totals. Mayor Vandergrift announced the results as
follows:
Scott Anderson—247 Precinct Votes+ 153 Absentee Votes+ 0 Early Votes=400 Total Votes
for a total%of Ballots Cast of 47%
Rosemary Wilsen—260 Precinct Votes+ 198 Absentee Votes+ 1 Early Vote=459 Total Votes
for a total % of Ballots Cast of 53%
Mayor Vandergrift,seconded by Commissioner Hood,moved to accept the total votes cast as 400 Votes
for Scott Anderson and 459 Votes for Rosemary Wilsen,and Rosemary Wilsen wins with 53% of the
votes to Scott Anderson at 47%. Motion carried 3-0.
City Clerk Eikenberry stated that a recount was not necessary as the spread was more than .5% of
the vote. SOE Representative Lonn Fluke ran the Final Logic and Accuracy Test to determine the
machine was still working properly and the report was verified and initialed by Commissioner Hood
and Commissioner Johnson.
City Clerk Eikenberry announced that the auditing procedures would now begin.
Mayor Vandergrift, seconded by Commissioner Johnson, moved to nominate Melanie Sibbitt
and Cathy Sills to the Auditing Committee. Motion carried 3-0.
City Attorney Rosenthal explained that the sealed box of ballots was located at city hall and would
need to be delivered to the Supervisor of Elections office. The canvassing board decided to take a
recess for lunch and to return to 2:30
Mayor Vandergrift, seconded by Commissioner Hood, moved to call a recess until 2:30 p.m. at
which time the box of ballots will be delivered from city hall and ready to be audited. Motion
carried 3-0.
Melanie Sibbitt and Cathy Sills began counting the ballots and separating them into two piles, one
for each candidate. City Clerk Eikenberry and Beverly Willis compared the auditing committee
worksheet with the previous machine results, and all numbers matched. Congratulations went out to
Rosemary Wilsen.

Mayor Vandergrift, seconded by Commissioner Hood, moved to accept the report of the audit
cof committee and direct the City Clerk to file the post election certification audit report with the
state. Motion carried 3-0.

Certification of Ocoee General Election held March 10" 2009
Canvassing Board Meeting, Election Certification, and Voting System Audit on March 11,2009
The City of Ocoee General Election was held on March 10, 2009 from 7:00 a.m. - 7:00 p.m. Approximately 17 % of the 4963 registered voters in District 2 responded to their
polling location to cast their ballots or voted by absentee ballot. Early voting results were reported by the Orange County Supervisor of Elections Office and added to the
totals. The City of Ocoee Canvassing Board met on March 11, 2009, at noon, to count absentee and provisional ballots; 351 absentee and 0 provisional ballots were added
to the totals, with 5 absentee ballots rejected for lack of signature. The following is a compilation of all ballots cast in the City of Ocoee General Election:
