I. Call to Order – Mayor Vandergrift
II. Prepare Absentee Ballots for Counting
a) Pre Logic and Accuracy Test of Tabulator Performed by Supervisor of Elections Staff
Member
b) City Clerk Announce Number of Absentee Ballots Received from the Supervisor of
Elections Office, and Number of Questionable or Returned Ballots
c) Count Absentee Ballots
d) Review Questionable Ballots and Make Determination to Accept or Reject
e) Board May Authorize the Acceptance of ALL Absentee Ballots That Were Accepted
by the Supervisor of Elections Office
f) Open ALL Voter Certificate Envelopes
g) Remove ALL Secrecy Folders From Voter Certificate Envelopes and Place Voter
Certificate Envelopes in a Secure Area
h) Remove ALL Ballots From Secrecy Folders (ballots should be unfolded and
flattened)
i) Upon Completion of Logic and Accuracy Test, SOE Staff Will Run a Zero Tape to
Begin the Ballot Counting Process
III. Counting of Absentee Ballots
a) Authorize Processing of Accepted Absentee Ballots, Including Any Questionable
Ones Now Accepted by the Canvassing Board
b) Duplicate Any Ballots Rejected By the Tabulator as Required Under
§ FS 101.5614(5)
c) Count Duplicated Ballots Marked with “D” to ensure the Same Number as Rejected
Original Ballots Marked with “O”
d) Process Duplicates Through the Tabulator
e) Canvassing Board Authorizes Totals to be Printed for all Ballots, and Tape is Labeled
“Absentee Results Tape”
f) Add Absentee Totals to Spread Sheet Which Includes Precinct Votes, and Early
Voting
g) Check percentiles for close races; any results totals where the winner and second
place candidate are within one-half of a percent or less would cause an automatic
recount pursuant to 102.141 (6) Florida Statute.
IV. Review and Count Provisional Ballots

APPEAL ANY DECISION AT THIS MEETING WILL NEED A RECORD OF THE PROCEEDINGS
AND FOR THIS PURPOSE MAY NEED TO ENSURE THAT A VERBATIM RECORD OF THE
PROCEEDINGS IS MADE WHICH INCLUDES THE TESTIMONY AND EVIDENCE UPON WHICH
THE APPEAL IS BASED.
