02-18-2021 Minutes MINUTES OF THE CITIZENS ADVISORY COUNCIL FOR THE OCOEE POLICE DEPARTMENT HELD ON FEBRUARY 18,2021 I. CALL TO ORDER Chairperson Garone called the meeting to order at 7:01PM. in the Commission chambers of City Hall located at 150 N. Lakeshore Drive, Ocoee. Chairperson Garone led the Pledge of Allegiance. There was no Invocation given. Recording Clerk Serrano called roll and determined a quorum present. PRESENT Chairperson Garone, and Members Ball, Mann, Brown, Griner and Meeks. Member Lewis arrived at 7:04PM. Also present were Lt.Nylander, Lt. Davidson, Sgt. Prince, and Recording Clerk Serrano. ABSENT Members: Lomneck and Braunskill. APPROVAL OF THE CACOPD MEETING MINUTES FROM JANUARY 23, 2020: Member Brown made a motion to approve the minutes, seconded by Member Lewis. The motion was passed unanimously. II. NEW BUSINESS Newly appointed Members Griner and Meeks introduced themselves to the board. Member Brown opened the discussion of the board hosting a 9/11 Memorial Event. Chairperson Garone made a motion that the board host a Memorial Event in honor of 9/11, seconded by Member Meeks. The motion was passed unanimously. SELECT SURVEY QUESTIONS—this item was postponed until a later date. HOA ASSOCIATION ENGAGEMENT—this item was postponed until a later date. BOARD OFFICER APPOINTMENT—this item was postponed until a later date. Chairperson Garone opened the discussion. Chairperson Garone nominated Member Griner for Treasurer, seconded by Member Brown. The motion was passed unanimously. Member Brown nominated Chairperson Garone to remain Chairperson, seconded by Member Meeks. The motion was passed unanimously. Chairperson Garone nominated Member Brown to Co-Chairperson, seconded by Member Griner. The motion was passed unanimously. TREASURER REPORT Recording Clerk Serrano informed the board that the full budget of$1000.00 was available. Chairperson Garone made a motion to spend up to $140.00 on three new member.shirts. Seconded by Member Meeks, the motion was passed unanimously. Chairperson Garone made a motion to spend$50.00 each on gift cards for Officer of the First, Second and Third Quarter awards,for a total of$150.00. Seconded by Member Brown, the motion was passed unanimously. Chairperson Garone made a motion to spend$50.00 each on gift cards for Civilian of the First, Second and Third Quarter awards,for a total of$150.00. Seconded by Member Brown, the motion was passed unanimously. III. DEPARTMENT UPDATES/UPCOMING EVENTS Lt. Nylander addressed the board, and brought the board up to date on unit transfers and promotions within the last year. He introduced the new department liaisons, Lt. Davidson and Sgt. Prince. Lt. Nylander also announced Chief Brown's retirement. Lt.Nylander informs the board that the first community event to be held in over a year will take place the evening of March 10th at Texas Roadhouse. The department will participate in Tip A Cop with proceeds to benefit the Special Olympics. He further stated that the 2020 Toys for Kids in Need Program was larger than ever, and had more children registered than years prior. Lt.Nylander stated that in response to the killing of George Floyd,the department reviewed the Use of Force Policy and sent every officer to de-escalation training. IV. COMMENTS/QUESTIONS FROM THE PUBLIC Victoria Laney addressed the board and passed on compliments about Deputy Chief Ogburn.
