12-05-17 Minutes WorkshopI q kz\ ;/40 , V Workshop OCOEE CITY COMMISSION Ocoee Commission Chambers 150 North Lakeshore Drive, Ocoee, Fi_, December 5, 2017 MINUTES L CALL TO ORDER 5:30 PM Mayor Johnson called the workshop to order at 5:30 PM in the Commission Chambers of City Hall. City Cleric Sibbitt called roll and declared a quorum present. Present: Cormnissioner Grogan, Commissioner Wilsen, Mayor Johnson, Commissioner Firstner, Commissioner Keller II. DISCUSSION ON RENDERINGS FOR CITY HALL John Cunningham, AIA, NCARB, Managing Principal of Zyscovich Architects, Orlando, provided a background summary of the meeting discussions from the last several months with City staff prior to design commencement. He further provided three (3) conceptual designs for the proposed City Hall. I-Ie explained each building scheme and style for consideration. Mr. Cunningham advised that based on the square footage of 40,000 - 45,000, the budget was estimated from $11.5 to $12 million. Commissioner Grogan inquired about the Commission Chambers layout. Mr. Cunningham addressed his question, and explained the location and capacity that was being proposed. Commissioner Grogan shared his concern about the style of the building, and said he was in favor of the traditional concept rendering that was provided. Commissioner Wilsen echoed the sentiments of Commissioner Grogan, and advised the style of downtown is not very modern; therefore, she favored the brick look over the modern art deco look. She also commented on the Commission Chambers layout, and advised she was hoping to have something a bit larger than the current chambers they meet in. Commissioner Firstner shared that he preferred the art deco over the mid-century modern concept. He shared that he also prefers the brick look. Commissioner Keller shared his personal views, and stated that the City would not appreciate the more modern look for this area and felt their choice should stay in line with the esthetic of the surroundings. He further inquired where the Elected Official's offices would be located. Mr. Cunningham addressed his question. City Commission Workshop Meeting December 5, 2017 Mayor Johnson shared that he also liked the brick rendering but felt the layout of the building can be perfected as he is not in favor of the "L" shape design. He fiirther commented that a future garage can be placed by the Wornan's Club on the City's property if needed. Mr. Cunningham briefly explained why the "L" shape concept was considered. Mayor Johnson requested that the interior layout of the new City Hall be similar to the Winter Garden City Hall with minimal hallways and more open space. Commissioner Wiisen asked for confirmation that the goal for the evening was to choose the exterior design concept. She was answered in the affirmative. Commissioner Wilsen inquired if there will be a meeting to include the public in the design concept. Mayor Johnson shared they will choose the design, but they can share with the residents the design option. Support Services Director Butler shared that staff can put the conceptual design rendering that is chosen on the City's website. A brief discussion ensued. Consensus of the City Commission was to move forward with the brick design concept presented. III. DISCUSSION ON OCOEE LAKE SHORE PARK DESIGN Support Services Director Butler gave a brief overview of the Lakefront Park Design, Mayor Johnson recommended each Commissioner individually meet with Support Services Director Butler if they have any concerns or questions on the Lakefront Park Design that was presented.
