09-21-2020 Minutes MINUTES OF THE OCOEE PARKS AND RECREATION ADVISORY BOARD REGULAR MEETING HELD ON September 21, 2020 Due to CO VID-19 City Hall is closed to the public which is subject to change based on the Governor's Executive Order. All interested parties are invited to be heard during the public comments and public hearing portion of the meeting. Governor Ron Desantis signed Executive Order 20-69 which suspends all statutes that require a quorum to be present in person or require a local government body to meet at a specific public place. It also provides that local government bodies may utilize communications media technology, such as telephonic and video conferencing, as provided in section 120.54(5)(b)2, Florida Statutes. Under Executive Order 20-69, the board will be meeting via video conference using Webex. CALL TO ORDER Due to technical difficulties, the meeting was called to order at 6:23 p.m. Recording Clerk Kim McMillin called roll and, it was declared there was a quorum. PRESENT: Chair Rainer, Vice-Chair Graham, Member Applegate, Member Maranan, and Member Stewart. Also present: Parks Operations Manager Dan Abdo, Ex-Officio Member Commissioner Wilsen, and Recording Clerk Kim McMillin. ABSENT: None II. NEW BUSINESS A. APPROVAL OF MINUTES Member Applegate seconded by Vice-Chair Graham, made a motion to accept the minutes of the January 27th meeting. The motion passed unanimously. B. Election-Vice Chair Beginning next term, currently Vice-Chair Graham will step down after this term ending October 1, 2020 Michael Stewart was elected as the new Vice-Chair. Vice-Chair Graham seconded by Member Applegate made a motion. The motion passed unanimously. 1 C. Polo Shirts The remaining budget balance of $446 will be allocated to purchase polo shirts for the members then the remainder balance to the Recreation Department for t-shirts as a give-a-way for staff. Member Applegate seconded by Member Stewart made a motion. The motion passed unanimously. D. Park Projects Update Operations Manager Abdo announced the updates: • Founders' Day changed to Ocoee Music Festival • Ocoee Music Festival has been postponed/canceled TBD • Flaunted House&Activities canceled • Before/After School at 30% capacity • Pool closed for the season on Sept. 26th • Christmas event still pending decision • Dog Park/Playground coming to Montgomery Park • Palm Dr. Park received new playground • Parkside/Coventry received tennis court facelift and new playground • Final budget hearing is Wednesday Sept. 23rd • Once approved will email all new items approved for Parks & Rec. • Senior Programs starting back week of Oct. 5th III. OTHER BUSINESS A. Up to $500 will be allocated to purchase HighLIGHTING Ocoee signage which will be available to vote on at the next meeting, November 16th.
