CITY OF OCOEE CIVILITY CODE - adopted July 1, 2003.
Pursuant to Resolution No. 2003-16 adopted on July 1, 2003, the following Civility Code shall govern all
proceedings before the City of Ocoee City Commission and Boards:
1. All electronic devices, including cell phones and pagers, shall be either turned off or otherwise silenced.
2. Prolonged conversations shall be conducted outside Commission Chambers.
3. Clapping, whistling, heckling, gesturing, loud conversations, or other disruptive behavior is prohibited.
4. Only those individuals who have submitted speaker forms and who have been recognized by the Mayor
(or Chair) may address comments to the Commission (or Board).
5. Comments at public hearings shall be limited to the subject being considered by the Commission.
6. Comments at Citizens Comments shall be directed to City issues.
7. All public comments shall avoid personal attacks, abusive language and redundancy.
8. No person attending a Commission or Board meeting is to harass, annoy or otherwise disturb any other
person in the room.
Any member of the public whose behavior is disruptive and violates the City of Ocoee Civility Code is subject to
removal from the Commission (or Board) meeting by an officer and such other action as may be appropriate.

artist visited this exhibition to better understand the Ocoee community,the st
reasons behind the horrific events,and the fight for equal voting rights. From ,

ceremony for Perry,who was a Mason in Ocoee.In the future,the artist hopes that the portrai,�;_

made by many to grant the right to vote to all.

Subject: HRDB meeting Fiesta de colores discussion
Hi Melanie our City Clerk of the Year,
As discussed, if I am unable to attend our HRDB meeting today, please share with
our Chair and HRDB members the following proposal during the Fiesta de colores
discussion even if I am unable to participate in any vote that may take place:
1. If we proceed with attempting to revive Fiesta de colores this year, it
may be hurried and not be worthy of a City of Ocoee event.
2. I suggest that we consider postponing Fiesta de colores or
any other event honoring our Hispanic citizenry until some
time next calendar year.
3. Alternatively, I would like for us to think about this:
A) September 11 , 2021 is the 20th anniversary of
",,,the deadliest terrorist act in world
history.... (see attachment).
B) On September 11 , 2001 , humans from ". . .more than 90
countries lost citizens. . ." and
"...most...who perished were civilians.. ."
(also see attachment).
C) The Ocoee Police Department Citizens Advisory
Council (OPD CAC) and Ocoee Fire Department Citizens Advisory
Council (OFD CAC) will be meeting on Monday, June 7, 2021 to
discuss a 20th anniversary 9/11 remembrance event in
the City of Ocoee. Bearing in mind the
tremendous human loss in the 9/11
attacks, I suggest that our Human Relations Diversity Board
considers exploring the possibility of reaching out to the OPD CAC and OFD
CAC through Melanie and possibly sending a representative to attend their June 7th
meeting and maybe joining the planning of the City's 9/11 remembrance event.
