B. Barkeritaville Planned Unit Development (PUD) Substantial Amendment to the PUD/LUP; Project No: RZ-21-03-04. (Advertised in the West Orange Times on Thursday, April 29, 2021) (Development Services Director Rumer) Development Services Director Rumer presented a brief overview of the proposed substantial amendment to the PUD/LUP, which is approximately 8.13 acres and located on the east side of Tomyn Boulevard and 1,517 feet from Roberson Road. The applicant is requesting to amend the Land Use Plan from Retail to allow a self-storage facility as an approved use to the PUD. The permitted uses within the PUD/Land Use Plan are for a Veterinary Facility, Pet Resort/Daycare, 2 Planning&Zoning Commission May 11,2021 Office, Retail, Restaurant, and Veterinary Education and Training. Under the proposed PUD buildout with the self-storage facility and Pet Paradise Dog Daycare, the total daily trips are projected to be 388, which would reduce the daily trips by 653. Discussion: The Board had no questions or comments. Member Forges asked how tall the proposed structure will be. Development Services Director Rumer said it will be four(4) stories or 49 feet. Jean Abi-Aoun, Engineer with Florida Engineering Group, Inc., said Development Services Director Rumer covered everything, and asked the Board if they had any questions. Development Services Director Rumer explained since 2015 there has not been a single inquiry for any use. After brief discussion, motion carried unanimously. C. 54 Rewis Street Planned Unit Development (PUD) - Small Scale Comprehensive Plan Amendment and Rezoning to PUD and PUD Land Use Plan; Project No(s): CPA-2021- 002 & RZ-21-03-06. (Advertised in the West Orange Times on Thursday, April 29, 2021) (Development Services Director Rumer) Development Services Director Rumer presented a brief overview of the proposed Small Scale Comprehensive Plan Amendment and rezoning, which is approximately 0.25 acres in size and located on the north side of Rewis Street and the northeast corner of Lyman Street and Rewis Street. The property is vacant and currently zoned R-1 (Single-family). The Small Scale Comprehensive Plan Amendment would be from Low-Density Residential to Commercial. The rezoning would be from City of Ocoee "R-1" to City of Ocoee "PUD." The applicant is proposing to rezone the 3 Planning &Zoning Commission May 11,2021 property to Planned Unit Development (PUD) in order to develop a two-story mixed-use building with 875 SF of ground-floor retail space for a hair salon and a second story 875 SF apartment with parking behind the building. The parcel currently contains three (3) single-family dwellings. The parcel is currently zoned Orange County "A-1" and has a County Land Use of Industrial and a Commercial Land Use in Ocoee Orange County JPA. The applicant 4 Planning&Zoning Commission May 11,2021 is proposing to develop a Commercial/Flex Business Center on 4.76 acres with two (2) buildings for a combined maximum square footage of 61,400. A 29,000 square-foot building with a retail front and rear delivery access at grade height will be the project's focal point. V. MISCELLANEOUS - (7:27 pm) A. Project Status Report Development Services Director Rumer updated the Board with the following: • An update on the status of the vacant board seats. The nominations from the City Commission will be heard at the June 15th City Commission meeting where new board members will be chosen. • Announced Kiel Gajadhar transferred to Public Works as operations manager, and Urban Designer Peter Kisicki moved to South Carolina. An applicant is currently in the hiring process and will start in June. • Legislature update. • Ground breaking of Ocoee Village Center. • Announced City Center is finalizing their parking garage. • Mr.&Mrs. Crab, located at the front entrance of the mall, is now open for business. • A new retail center off of Clarke and State Road 50 will have two restaurants going in on the end. • There is currently a lot going on along Ocoee Apopka Road. • Vice-Chair Lomneck asked who is purchasing the Ocoee Café. Development Services Director Rumer stated a local business owner purchased the café to create more restaurant opportunities. A branch sewer line needs to be brought to that site. 10 Planning&Zoning Commission May 11,2021 • Member Forges asked a question with regard to Orange County concurrency. Development Services Director Rumer explained the county no longer has the Capacity Enhancement Process. Currently there is no process in place. Orange County will either approve or deny without discussion or hearing the merits of the project. B.
