Background Summary:
The Police Department provides fingerprinting services to our citizens as well as conducting pre-employment
background checks for Police Department employees. The Police Department's current fingerprinting system,
which includes a computer, printer, and fingerprint scanner, is no longer supported by the manufacturer due to its
age and cannot be updated to the latest software to remain compliant with FDLE Information Systems standards.
The Police Department wishes to purchase a new system to not only maintain our current level of service to the
public, but to expand services to include the electronic submission of fingerprints to FDLE which the current system
cannot do for our citizens. The cost of new Livescan fingerprinting system is $11,060.92 and the Police Department
wishes to purchase the system using existing Police Impact fees.
Issue:
Should the City Commission approve the purchase of a Livescan fingerprinting system for the Police Department
utilizing $11,060.92 of Police Impact Fees?
Recommendations
Staff recommends the City Commission approve the purchase of a Livescan fingerprinting system for the Police
Department utilizing $11,060.92 of Police Impact Fees.

In response to your request, please be advised that HID Global Corporation ("HID") is the sole
manufacturer of the Guardian 200 fingerprint scanner and the sole publisher of the LSMS Software. While
HID may authorize certain resellers to sublicense HID software without modification, and to resell HID
software maintenance, HID is the only company who will actually perform support and provide
maintenance of LSMS software (either directly to the end user or through authorized channels). HID is
the only company that is authorized to provide parts and to repair the Guardian 200 units.
