The amount requested from Federal Funding is $14,563.00, and the City funded amount is $11 ,000.00, which is less than half of the total amount of $25,563.00. This Grant is for the Ocoee PD to acquire a Traffic Unit Variable Message Board. The grant would be awarded after October 2007. Issue: Should the Honorable Mayor and Board of City Commissioners approve the proposed Edward Byrne Memorial Justice Assistance Grant Program and the amount of funding required from the City. Recommendations It is recommended that the Honorable Mayor and Board of City Commissioners approve this Grant and the amount of funds needed from the City in order to provide our Traffic Unit with a Variable Message Board. DATE: July 17,2007 RE: Edward Byrne Memorial Justice Assistance Grant Program ISSUE: Should the Honorable Mayor and Board of City Commissioners approve the proposed Edward Byrne Memorial Justice Assistance Grant Program and the amount of funding required from the City. BACKGROUNDIDISCUSSION This Edward Byrne Memorial Justice Assistance Grant Program proposal is to acquire a Traffic Unit Variable Message Board for the Ocoee Police Department. The variable message board would provide a very distinct function. Variable message boards can be used for education and assist with enforcement. The high visibility of a message board is an invaluable tool in the deterrence of traffic law violations. Their mere presence states the Ocoee Police Department is serious about traffic enforcement and concerned about public safety. The message board would be used to educate the community in high traffic areas about road conditions and warn them of traffic violations such as speeding. This could be accomplished along with the Police motorcycles and laptop computers previously funded. Police officer would not need to be present for the operation of this message board. Rush hour traffic is a major concern for heavy traffic and traffic violations. Message boards would allow the police department to notify commuters of traffic issues and educate the public about traffic laws. The public would receive information reference road and traffic problems which would assist with routing traffic so that the roadway would be restored to normal sooner. The Ocoee Police Department receives numerous complaints concerning speeding in subdivisions as well as larger roadways. In a majority of the cases a full time enforcement is impractical. A variable message board with speed detection could be placed for educational purposes to remind the community of traffic laws. Message boards are useful in community relations as well as community oriented policing. Message board can be used in parades, community fairs, etc. They are valuable in the sense of gaining community support; the message can be delivered to many people in a short amount oftime. Neighborhood traffic related problems are a 1 "quality oflife" issue in the eyes of the public. Using a message board for these situations can only enhance the relationship between the public and the police department. The growth the City of Ocoee has seen in recent years dictates that we look at other alternative methods for enforcing traffic laws and educating the public. Our roads are seeing more vehicle traffic than they ever have. The crashes occurring in the City of Ocoee have gone up and will continue to go up because of the amount of traffic in this city. Needs Addressed The message board would be part of the Ocoee Police Traffic Unit. The following are specific purposes that the message board could be used for: City wide stationary traffic warnings of all speeding complaint areas. Conduct traffic related education based on citizen complaints and in high traffic accident locations as determined by analysis of traffic accident reports obtained from the Ocoee Police Department. Assist with traffic control and routing during emergency situations when deemed necessary.
