REGULAR CITY COMMISSION MEETING
FEBRUARY 1, 2022
CALL TO ORDER - 6:15 PM
Mayor Johnson called the regular session to order at 6:15 PM in the Commission Chambers of
City Hall. The invocation was led by Mayor Johnson, followed by the Pledge of Allegiance to
the Flag led by Commissioner Brinson. City Clerk Sibbitt called the roll and declared a quorum
present.
Present: Mayor Johnson, Commissioner Brinson, Commissioner Wilsen, Commissioner Firstner,
Commissioner Oliver
Also Present: City Manager Frank, City Attorney Cookson, City Clerk Sibbitt
PRESENTATIONS AND PROCLAMATIONS - 6:16 PM
Proclamation for Black History Month ~ February 2022, read by Commissioner Brinson and
proclaimed by Mayor Johnson.
STAFF REPORTS AND AGENDA REVIEW - 6:18 PM
Mayor Johnson read a letter from Orange County Mayor Demings which provided the Ingram
Road/Clarcona Ocoee Road intersection signalization construction process timeline.

CONSENT AGENDA - 6:20 PM
Consent Agenda Motion
Motion: Move to adopt the Consent Agenda with Item #4 being pulled for
discussion and separate consideration.
Moved by Commissioner Brinson, seconded by Commissioner Wilsen; Motion
carried 5-0.

2. Approval of New Appointment to the Parks and Recreation Advisory Board. (City
Clerk Sibbitt)
Members of the Parks & Recreation Advisory Board serve three-year terms. Only those persons who are legal
residents of the City of Ocoee, or who are members of a City sporting organization that utilize the Ocoee
parks, shall be eligible for membership. The resolution provides that the Parks & Recreation Advisory Board
shall consist of no less than three (3) and no more than nine (9) members. Currently, the board has six (6)
members. One (1) application has been received by Eli Salhab who has shown an interest in being appointed
to the Parks & Recreation Advisory Board for a term ending October 2025.
Approved on Consent. Motion carried 5-0.
3. Approval of Orange County’s Reappointment to the Community Redevelopment
Agency (CRA) for a Four-Year Term. (Deputy Development Services Director/CRA
Administrator Corless)
As authorized by Section 163.357(1)(c) of the Florida Statutes, and as provided in the Interlocal Agreement
with Orange County, the governing board of the City of Ocoee Community Redevelopment Agency shall
consist of the five members of the City Commission plus two individuals appointed by the City Commission.
Per the Interlocal Agreement with Orange County, one of the appointed members will be nominated by Orange
County and appointed by the City Commission. The original four-year term of Randy June has ended. Orange
County has reappointed Randy June to fill the next four-year term.
Approved on Consent. Motion carried 5-0.
4. Approval of Payment for the 2022 Ocoee Music Festival Entertainment. (Parks and
Recreation Director Johnson)
The entertainment for the 2022 Ocoee Music Festival will include the headline act of Vanilla Ice on Friday,
April 8, and Russell Dickerson and Walker Hayes on Saturday, April 9. The cost of Russell Dickerson totals
$75,000, and the cost of Walker Hayes totals $55,000 both of which require approval from the City
Commission, in accordance with the City of Ocoee Purchasing Rules and Regulations. Additional entertainers
have also been retained, and include: Rob Base, Tone Loc, Tag Team, Freedom Williams of C&C Music
Factory, Matt Stell and Will Banister; the cost for each of these individual entertainers falls under the dollar
threshold for the City Manager to approve. Final payments for the entertainment will be made the day of each
respective entertainer’s performance or as otherwise agreed.
Commissioner Oliver inquired about the budget for the Music in the Park and the Ocoee Music
Festival. He shared his satisfaction with the mixture of music selection. Parks and Recreation
Director Johnson addressed his questions. Mayor Johnson briefly explained the fundraising
and sponsorship efforts of the City which allows them to host the Ocoee Music Festival annually.
Approval of the Consent Agenda Items #1-#5; Moved by Commissioner Brinson,
seconded by Commissioner Wilsen. Motion carried 5-0.

5. Approval of the 2021-2022 Budget Equipment Purchases. (Public Works Director
Krug)
The City traditionally purchases vehicles and equipment through various competitively bid annual contracts.
Public Works has researched pricing and has found the Florida Sheriffs Association, State of Florida, and
Sourcewell bid contract continues to provide the lowest competitively bid pricing for vehicles and equipment
utilizing competitively bid contracts. The approved budget includes the equipment purchases, priced through
the Florida Sheriff’s Association, Florida Department of Management Services, and Sourcewell (National
Auto Fleet Group) bid contracts.
Approved on Consent. Motion carried 5-0.

6. Second Reading of Ordinance for Guerrero Property at 1411 North Lakewood Avenue
– Annexation & Rezoning; Project No(s): AX-11-20-95 & RZ-20-11-14. (Advertised in the
West Orange Times on Thursday, January 20, 2022 and Thursday, January 27, 2022) (Zoning Manager
Whitfield)
The first reading of ordinance was held on January 18, 2022. The subject properties physical address is 1411
N. Lakewood Avenue and is located approximately 110 feet north of Wurst Road and 164 feet south of 13th
Avenue. The site is approximately 0.17 acres and located within the City of Ocoee-Orange County Joint
Planning Area (JPA). The subject parcel has one (1) existing single-family residence. The applicant is
annexing into the City limits as a condition to receive city potable water connection. The proposed annexation
is a logical extension of the City limits, urban services can be provided, and the annexation meets state and
local regulations.

Zoning Manager Whitfield explained the subject 0.17 acre property is located at 1411 N.
Lakewood Avenue, which is approximately 110 feet north of Wurst Road and 164 feet south of
13th Avenue. The subject parcel has one (1) existing single-family residence. The applicant is
requesting approval to annex into the City limits as a condition to receive city potable water
connection. The parcel will receive an “R-1” (Single-Family Dwelling) zoning upon annexation.
City Attorney Cookson read the titles of the ordinances.
The public hearing was opened. As no speaker forms were received, the public hearing was
closed.

COMMENTS FROM CITIZENS/PUBLIC - 6:30 PM
The following persons addressed the City Commission:
- Jim Moyer, Ocoee Resident, announced the Ocoee Seniors & Veterans Blood Drive which will
be a monthly event held on the second Tuesday from 10 AM - 8 PM at the Ison Center. He further
shared the Tommy C. Sanders Memorial Post 109 website and the information that can be found
on it.
COMMENTS FROM COMMISSIONERS - 6:36 PM
Commissioner Oliver – Commented on the following:
1) Wished all a Happy Chinese New Year.
2) Announced the upcoming construction on Clarke Road, and shared the anticipated completion
date.
3) Commented on the letter received from Mayor Demings, and thanked the citizens that reached
out to Orange County in an effort to help fight for the much-needed traffic signal.
4) Shared that the lights along Ingram Road look great and requested an update on the sidewalks.
City Manager Frank offered to have Staff provide an update.
5) Provided an update on COVID-19 and shared local testing/vaccination locations.
6) Shared he will be meeting with Parks and Recreation Director Johnson to discuss hosting a
Juneteenth Event.
7) Thanked Parks and Recreation Director Johnson for a great Music Festival lineup and
encouraged citizens to attend.
8) Shared a Bible quote.
9) Shared his contact information.
Commissioner Brinson – Commented on the following:
1) Shared that he admired and appreciated City Staff.
2) Spoke about the troubling events that occurred over the past weekend regarding hatred and
bigotry, and stressed the importance of sharing the story of the past to ensure those events are
never repeated.
Commissioner Wilsen – Commented on the following:
1) Shared that the Florida legislative session is in full swing and encouraged residents to stay
involved, use their voice, and hold their representatives accountable.

Mayor Johnson – Commented on the following:
1) Announced the upcoming Music in the Park event date, time, and location.
2) Announced the 18th Annual Black History Essay Contest date, time, and location.
3) Inquired about the schedule for paving Flewelling Ave.
4) Addressed the upcoming Music Festival, spoke about the diverse selection of music over the
past 26 years. He further commented on the sponsorships received for the Music Festival and
shared the positive financial impact it has had on the City in the past.
5) Encouraged event holders within the City to raise funds to support their events.
6) Commented on national news events, and offered his condolences to the family and friends of
the slain officers.
7) Encouraged unity in the face of uncertain times.
8) Reiterated the need to pave Flewelling Ave.
9) Thanked Staff for doing a great job.
10) Encouraged anyone interested in donating to the Music Festival to contact him.
11) Announced the 2022 National League of Cities (NLC) session in Washington, shared that
two Commissioners would be attending, and inquired if the March 15, 2022, City Commission
meeting should be canceled.
Motion: Move to cancel the March 15, 2022, City Commission meeting. Moved by
Commissioner Firstner, seconded by Commissioner Oliver: Motion carried 5-0
