Background Summary: Recent research studies conducted by groups such as the Robert Wood Johnson Foundation, the National Parks and Recreation Association (NRPA), National Park Service, Centers for Disease Control and Prevention (CDC), and others speak to the importance of trail access and activation in promoting healthy lifestyles for people of all ages and abilities and show that parks and trails are essential in enhancing overall community health. In 2020, the West Orange Healthcare District (WOHD) identified focus areas which included activating the trail system in West Orange County to improve resident's overall health. With goals such as motivating the community to get outdoors, walk, bike, and come together, WOHD launched the Healthy West Orange Trails Initiative to research and prepare an in-depth report as the first step in an ongoing effort to activate and enhance the trails. In 2021, The Healthy West Orange Trails Connection program was created to implement the ideas and recommendations contained in the resulting report. Under the Trails Connection program, a committee of partner agencies including the City of Ocoee, the Town of Windermere, the City of Winter Garden, the Town of Oakland, Gotha Rural Settlement, Foundation fora Healthier West Orange and the West Orange Healthcare District,as well as other non-voting Supporting Agencies, will collaborate and lead efforts to implement the Trails Initiative. The committee will monitor performance, evolve the Initiative's mission and implementation strategies, and prioritize how to best leverage funds. Issue: Should the Mayor and City Commission approve the resolution confirming the City of Ocoee's participation in the Healthy West Orange Trails Connection and authorize the City Manager to appoint senior staff to serve as the City of Ocoee's representative? N/A Reviewed by N/A 2 Resolution No. A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OCOEE FLORIDA, CONFIRMING THE CITY OF OCOEE'S PARTICIPATION IN THE HEALTHY WEST ORANGE TRAILS CONNECTION; PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE. WHEREAS, The Healthy West Orange Trails Connection, is a collaborative partnership between local municipalities, the West Orange Healthcare District, and supporting agencies to activate the trail system and create opportunities for physical activity, social engagement, prosperity, and happiness; and WHEREAS, The Healthy West Orange Trails Connection's goal is to activate and expand our existing trail system to support the facilitation of a healthier community,by promoting trails for recreation and transportation by creating programing, activities and projects that support the use of the trails; and WHEREAS, the City of Ocoee recognizes that trails are essential for their community, now and into the future, and the City of Ocoee is dedicated to providing support for trail development, connections and engagement opportunities through our commitment to this initiative; and WHEREAS, The Healthy West Orange Trails Connection will be led by leaders from partner agencies which will form the Healthy West Orange Trails Committee and guide the implementation of the Healthy West Orange Trails Connection. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF OCOEE,FLORIDA: SECTION I. The above recitals are true and incorporated as legislative fmdings. SECTION H. The City Commission of the City of Ocoee hereby confirms the City shall participate in the Healthy West Orange Trails Connection as a member. As a member,the City shall appoint a liaison to ensure support and participate in regular committee meetings (4); and work with the committee to further the trails initiative. SECTION III. The City Commission of the City of Ocoee hereby confirms the City will work with the committee to determine potential activities,programs and projects that align with the mission of the Healthy West Orange Trails Connection, and that aligns with the City of Ocoee's Comprehensive Plan. SECTION IV. Conflicts. All Resolutions or parts of Resolutions in conflict with any of the provisions of this Resolution are hereby repealed. SECTION V. Severability. If any Section or portion of a Section of this Resolution proves to be invalid, unlawful, or unconstitutional, it shall not be held to invalidate or impair the validity, force, or effect of any other Section or part of this Resolution. SECTION VI. Effective Date. This Resolution shall become effective immediately upon its passage and adoption. PASSED and ADOPTED this day of ,2022.
