After careful review of the proposed American Rescue Plan Act(ARPA)project list, I must say that I was extremely disappointed when I didn't see any allocation for social services.Although the proposed projects are much needed and sits high on our priority list,I contend that a small percentage of these funds could be used in one of the following ways: 1.
