Subsequent to the adoption of the budget staff identified the need for additional appropriations in the General Fund, and Water/Wastewater Fund. The total General Fund budget adopted at that time was $78,712,989. The General Fund requires an additional appropriation of $650,00 for the following: • General Government Operations: • Miscellaneous Revenue will increase by ($10,000,000) for the allocation of ARPA funding to cover public safety salaries. • An appropriation of $425,000 is need for the potential acquisition of downtown property. • Fire and Police Operations Regular Salaries are being increase by $2,866,971 and $7,133,029 respectively to account for the ARPA funding allocation for that purpose. • Police Operations also requires $70,000 for the unanticipated replacement of ballistic helmets and shields. • Street Operations requires an additional $25,000 appropriation to cover the cost of landscape replacement on SR 50. • Fleet Operations requires an additional $130,000 appropriation for: o Parts and repairs to vehicles damaged in automobile accidents. Part of this expense may be reimbursed by our insurance carrier. o The increased cost of fuel. The Water/Wastewater fund adopted a budget of $21,378,568. The Water/Wastewater fund requires an additional appropriation of $304,000 for: • The unanticipated replacement of a water line on Silver Star • Increased costs associated with the water main on E. Oakland Ave. • Emergency repair/replacement of the water meter and by-pass at the hospital • Emergency repair of a vac -truck Issue: Should the City Commission approve additional appropriations for the General Fund of $650,000 and the Water/Wastewater Fund of $304,000 to balance the budget as required by Article Vl, C-38 of the City Charter. Recommendations: Staff recommends the City Commission approve additional appropriations for the General Fund of $650,000 and the Water/Wastewater Fund of $304,000 to balance the budget as required by Article Vl, C-38 of the City Charter. SECTION 1. Authority. The City Commission of the City of Ocoee has the authority to adopt this Ordinance pursuant to Article VIII of the Constitution of the State of Florida, Chapter 166 Florida Statutes, and Section C-38 of Article VI of the Charter of the City of Ocoee. SECTION 2. Intent and Purposes. The City of Ocoee budget for the Fiscal Year beginning October 1, 2021, and ending September 30, 2022, as adopted by Ordinance 2021-051 is hereby amended as follows: Increase of appropriations totaling $650,000 in the General Fund, and an increase of $304,000 in the Water/Wastewater Fund as shown in detail, attached hereto and incorporated herein by reference are hereby confirmed, adopted and approved in all respects by the City Commission of the City of Ocoee. SECTION 3. Appropriations. There are expressly appropriated out of anticipated revenues and monies necessary to meet the supplemental appropriations stipulated by and in said amended final budget. SECTION 4. Severability. If any section, subsection, sentence, clause, phrase or portion of this Ordinance is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such portion shall be deemed a separate, distinct and independent provision and such holding shall not affect the validity of the remaining portion hereto. SECTION 5. Effective Date. This Ordinance shall become effective ten (10) days after its passage and adoption.
