07-22-2021 Minutes Minutes of the Citizen Advisory Council to the Ocoee Police Department Regular Meeting Held on July 22, 2021 CALL TO ORDER: Chairperson Garone called the meeting to order at 7:01 PM, in the Commission Chambers of Ocoee City Hall, located at 150 N. Lakeshore Drive in Ocoee, FL. Member Lewis led the Pledge of Allegiance; a moment of silence followed. Recording Clerk Serrano called roll and determined a quorum present. Present: Chairperson Garone, Members Lewis, Braunskill, Griner, and Moyer. Absent: Members Ball, Brown, Mann, Meeks, Holt, and Hart. Also present: Sgt. Prince, and Recording Clerk Serrano. APPROVAL OF MINUTES FROM THE JUNE 7, 2021 MEETING: Member Lewis made a motion to approve the June 7, 2021, minutes-with a correction to the vote count under the awards nomination; seconded by Member Mover. The motion carried unanimously. NEW BUSINESS: This item was postponed to a later date. JUNE 24,2021 MEETING UPDATE This meeting actually occurred on July 1, 2021. Chairperson Garone updated the board on his attendance at the July 20, 2022, City Commission Meeting. The Commission approved funds and waived the fees associated with the use of Bill Breeze Park. Discussion ensued regarding the exact amount; Commission awarded the amount of$2000.00. Chairperson Garone made a motion to allot up to $300.00 from the Board's budget for 100 pamphlets, with contents to be determined,for the 9/11 Memorial Event; iffunds awarded by the City can be used they shall be-seconded by Member Griner. The motion carried unanimously. Chairperson Garone made a motion to cancel the September 23, 2021 meeting. Discussion ensued; Chairperson Garone withdrew his motion. At 7:45 PM Chairperson Garone made a motion that the Board take a recess to view in person Bill Breeze Park, the Withers-Maguire House and pergola, seconded by Member Griner. The motion carried unanimously. Chairperson Garone called the meeting back to order at 8:05 PM Chairperson Garone made a motion that the 9/11 Memorial Event be held in the pergola of the Withers- Maguire House, if it is unavailable the Board will proceed with holding the event at Bill Breeze Park Seconded by Member Griner, the motion carried unanimously. CACOPD Regular Meeting July 22,2021 Chairperson Garone opened the discussion to the event agenda and the Board discussed the following 9/11 Event timeline: 06:45 AM stage set up, Chairperson Garone and Sgt. Prince to be present 08:30 AM Other Board members to arrive 08:46 AM start time, singing of the National Anthem,presentation of the colors and an invocation. 08:46 AM Moment of Silence 0846 AM-09:02 AM words from Police and Fire Chiefs 09:02 AM Moment of Silence Potential Keynote Speaker Summary of 9/11 events as they happened 0930 AM-10:00 AM area cleanup, and stage pickup Chairperson Garone made a motion for the above-mentioned itinerary to be the final event agenda; seconded by Member Griner. The motion carried unanimously. Chairperson Garone made a motion to cancel the September 23, 2021 meeting, and the Board meet August 11, 2021 at 7 PM,•seconded by Member Griner. The motion carried unanimously. . POKER/GOLF TOURNAMENT This item was postponed to a later date. TREASURER REPORT Member Griner informed the Board the current balance was $577.11, which would be reduced to $277.11 after motions made during the meeting. FUNDRAISING This item was postponed to a later date. DEPARTMENT UPDATES/UPCOMING EVENT Sgt. Prince updated the Board on the recent Teen Police Academy in which 20 kids participated and went very well. He informed the Board that since it resumed, the Handgun Safety Class has been at capacity each month. Sgt. Prince further advised several programs are resuming including; Restorative Justice, Citizens Police Academy, and Coffee with A Cop. He invites the Board to participate in the project to cleanup Blue Jay Way, which is scheduled for August 7, 2021 from 9 AM-1 PM. Chairperson Garone made a motion to add the awards nominations to the August 11, 2021, agenda seconded by Member Braunskill. The motion carried unanimously.
