The following provides an overview by City staff. City staff has met with Florida Turnpike representatives three times to discuss Turnpike Widening PD&E Study alternatives. At the most recent meeting on May 2, 2022, Turnpike representatives presented their preferred alternative which calls for the creation of 4 collector distributor (CD) lanes on the north and southbound sides of the Turnpike and, as a result, requires up to 100 feet of additional ROW on the north side of the Turnpike. In addition to the 100 feet, the City of Ocoee LDC requires a 75 foot building setback from an expressway, therefore, it would be a total of 175 feet from the Turnpike's ROW before a building can be located. This greatly impacts the adjacent developments —Alibi Apartments and the planned Regency development located on the southern side of the CRA's Target Area 1. While parking and ancillary structures are permitted within the setback, the increased ROW will result in a loss of parking and possibly the loss of a few buildings/units for both developments as well as increase the need for structured parking. Both scenarios impact the economic viability of the developments, and likely result in reduced CRA increment for these areas. Staff believe that the proposed CID Lanes, as currently depicted, will result in a loss of development viability as it relates to meeting the City's vision for redevelopment as well as in the loss of future tax increment needed for implementing the CRA's mission. Based on loss of future tax revenue and direct impact of implementing the CRA's Target Area 1 Vision, staff suggest that the Turnpike Authority relook at the realignment in the vicinity of the Ocoee CRA and/or reduce the number of CD Lanes. If the project moves forward, regardless of the approach taken, staff has requested that the Maguire Bridge reconstruction include bike/ped facilities on both sides as well as incorporate "Ocoee" into the bridge design. Additionally, staff has stated that the bridge over SR 50, while not recommended for replacement by Turnpike staff, should be improved so that aesthetically it appears new and conforms to the rest of the improvements. While this project is not yet funded, Turnpike staff feels that due to the existing and projected traffic conditions between the 408 and 429, this section of the project would be phased first if/when it is funded. However, since the project is not funded nor approved, City staff does not see the need to request the developers to change their development plans in a manner that negatively impacts them financially or without compensation for the changes. Issue: Should the Honorable Mayor and City Commissioners request the Turnpike staff reevaluate the realignment in the vicinity of the Ocoee CRA and/or reduce the number of CD Lanes to minimize the financial impact to the area?
