To: City Clerk DL <CCDL@ocoee.org>; Wilsen, Rosemary <rwilsen@ci.ocoee.fl.us>; Sibbitt, Melanie <msibbitt@ci.ocoee.fl.us>  Cc: Citizens <Citizens@ci.ocoee.fl.us>  Subject: Last Budget Workshop    Please read and put in the Record for the 2nd Public Workshop 9‐21‐2022    Melanie,      Thank you for your efforts at each of the meetings and for your hard work behind the scenes. Keeping appropriate and clear  records are fundamental to holding everyone Accountable. I am emailing you in regards to this evening's meeting.  Unfortunately, Covid has crept back into our family and includes a positive result for me on Monday. So, in short this will keep  me from speaking this Evening. Below is a few brief statements a few questions and a request. I will label them clearly and ask if  you can read this into the record for me if possible. Thanks in advance and have an Awesome Day !! Everyday is what we make  it......    Start Reading her for time sake :) this takes almost 3 minutes to read and thats all I get...  lol    1. Confirm how the Diocese Voted in September of 2019. In regards to dismantling our City Garbage Dept and Subcontracting it  to Waste Connection. Please publicly announce how the Vote went to the chambers. All my notes state (I take good notes) that  the Vote was unanimous 5‐0 with Mrs. Wilson stating she was against doing this BUT for the sake of showing the Commission  2 can agree. She voted Yes to outsource. It is imperative that we have accountability for our Votes because these votes have  consequences. I am asking this because Mrs.Wilson very much in the last Budget Workshop stated (on the record) she voted No.  If i am wrong, it would require me to apologize to Mrs.Wilson which I would do so immediately. Im sure everyone has a vote or 3  they would like to take back. After all we are all only human but as I said (especially as badd as the Trash situation has been)  need to be held accountable for our Votes.     2. At the end of the last Budget Workshop Mayor Johnson stated (on the record of course). That you specifically have the  account used and method of transfer's to and from the City Budget. In regards to the income and expenses associated with the  Music Festival. That these are official, accountable transparent and mostly verified. Could you kindly e‐mail this to me for my  records.    3. The most important thing to me as a taxpayer is transparency and accountability. This ties directly to what I spoke of the last  meeting. That the City Officials and Management must be good Stuarts of our Tax Money.     This trash issue is ashame, in my opinion. As taxpayers and resident 's we have seen our Service diminished and the cost rise.  This to me is absolutely unacceptable. In addition to the fact we are now looking to purchase new equipment and staff a bulk  pick up (yard waste) crew.    Question: 1 ‐ will this include other waste pick up or will it only be pick up of bulk yard waste.     2‐ How many times per year will a resident be allowed to have a bulk pick up?    3. How much will the milage rate go up if we add this expense to the City Budget. Instead of borrowing money from elsewhere,  paying it back and charging non‐ad volerm assessment's.  ( PLEASE READ THE AMOUNT THE MILEAGE RATE WOULD BE TO THE  CHAMBERS). It can be added to the current budget to get the new Milage number. Like we did all last meeting when the  Dioceses asked for additional expenses. Then it can be taken back out of course.      ***See if the City Commission, Mayor and Management is being honest and transparent. They can not STATE that the milage  rate if coming down to save taxpayers Money. Especially during such a tough time for people. Then to backdoor fees (amended  to everyone's tax bill) in the form of assessment 's and still say you are trying to save Residents money. At best if we are being  honest this is absolutely disingenuous and to me yet again is absolutely unacceptable!!     Finally, I ask that NO additional assessment's, fees or Milage rate increases should be born put of this Budget. That we can find  some equipment that maybe can wait a year or two to be purchased. That we find other ares ( NOT FROM ARPA) to cover this  expense. Right now Cars and Trucks are at a premium because of chip shortages. Do we always pay a premium? Is it the best  interest of the Taxpayers to pay premium 's? Or is it smarter to buy when the buying has stabilized? Im not saying DONT  purchase equipment or what not (That is absolutely needed) but im positive there is some in this Budget that could wait a bit for  the right timing.      Thank You for you time, God Bless
