(Public Works Director Krug) Background Summary: The City Commission awarded RFP #18-002, Emergency-Disaster Debris Removal Services, to CrowderGulf in 2018. Following Hurricane Ian passing over Ocoee, the City activated CrowderGulf’s contract and approved a cost estimate of $626,221.17 to provide the removal services based on the approved contract. Additional services are required to remove fourteen (14) fallen trees at two (2) locations from drainage canals maintained by the City. The trees are located in difficult to reach areas requiring specialized equipment which the Public Works Team does not possess. Removal of the trees is required for the City to resume normal maintenance operations which will avoid potential upland flooding. The cost of this work is $170,750.00. Public Works is requesting Commission approval to incorporate this work into the contract via change order. The actual cost of debris removal services is $517,333.90, requiring only a $61,862.73 increase in the contract to incorporate this work. The costs will be submitted to FEMA for reimbursement. Public Works recommends approval of this proposal. Issue: Should the Honorable Mayor and City Commission authorize a change order to the Disaster Debris Removal Services with CrowderGulf LLC for additional debris removal? Recommendations: Staff recommends the Honorable Mayor and City Commissioners authorize a change order be issued for the removal of debris from drainage canals through the Disaster Debris Removal Services with CrowderGulf LLC in accordance with RFP #18-002, in the amount of $61,862.73, and authorize the City Manager and Staff to approve change orders to this contract up to the limit of his purchasing authority for each change order, and up to the budgeted amount for this project for all change orders. Attachments: 1. CrowderGulf Estimate Drainage Canal Debris Removal Financial Impacts: The City anticipates the work to qualify for 75% reimbursement from FEMA. Funding is available in the specific General Ledger Accounts and Job Numbers the Finance Department has created to track all costs associated with the storm event.
