Reclaimed Water Distribution System Projects
Background Summary:
Young's Communications Co., Inc., is presently installing the water mains and service taps for reclaimed
water service in the Reflections and Reserve subdivisions using directional boring techniques. During
the course of the project, changes in alignment were required to avoid underground obstacles that
resulted in a change in the number and type of fittings used (some quantities are higher, others are
lower) and increased the total amount of surface restoration required above that originally anticipated. A
change order is required to reconcile the final project quantities with those in the contract. The amount of
~he change order is an increase of $7,580.24 in the Reflections Subdivision project and $14,611.50 in the
~eserve Subdivision project. Both cost changes are based on the contract unit prices and City-
measured quantities, with no adjustment in contract time.
Issue:
The Engineering Department has proposed changes to the Reflections and Reserve Reclaimed Water
Distribution System projects and requests that the City Commission approve Change Order No. 1 for
each project with Young's Communications Co., Inc.
Recommendations
The Engineering Department recommends that the City Commission approve Change Order No. 1 for
the additional work and increase the Reflections Subdivision construction contract by $7,580.24, with no
adjustment to contract time, and approve Change Order No.1 for the additional work and increase the
Reserve Subdivision construction contract by $14,611.50, with no adjustment to contract time, and
authorize the Mayor and City Clerk to execute the change orders. To fund the change, staff
recommends that the City Commission approve the reallocation of $22,191.74 from the amount reserved
for future reclaimed water system expansions to the Reflections and Reserve projects.

Financial Impact:
The funding for this change order will be financed by the existing utility bond issue. The small reduction
in remaining funds is not anticipated to result in a shortfall for the continuing construction program.

III. JUSTIFICATION
Adjustments represent the most economical method of routing the pipe and
locating service connections given constraints posed by obstacles discovered
during construction.
IV. NARRATIVE OF NEGOTIATIONS
Costs represent contract unit prices except for 90-degree bend and 8" x 8" x 8" Y fitting. The
90-degree bend was priced at the cost for 45-degree bend fittings. The Y fitting is priced at a
market rate.

The aforementioned change, and work affected thereby, is subject to all provisions of the original
contract not specifically changed by this Change Order; and,
It is expressly understood and agreed that the approval of the Change Order shall have no effect on
the original contract other than matters expressly provided herein.
CONTRACTOR acknowledges, by its execution and acceptance of this Change Order, that the
adjustments in Contract Price and Time shown hereon constitute full and complete compensation and
satisfaction for all costs and modifications of performance time incurred by the CONTRACTOR as a
result of this Change Order. No other claim for increased costs of performance or modifications of
time will be granted by the OWNER for the Work covered by this Change Order. The
