Wheeler, P.E. 407-905-3100, ext. 1505 Reviewed By: Department Director: City Manager: Subject: Award of Contract to Southern Site Works, Inc. for Construction of Traffic Signal at Ocoee-Apopka Road and West Road Intersection Background Summary: Orange County is proceeding with the construction of the realignment of West Road at this time and had advanced the funding of the project through excess funds available from the Legacy Funding from the Orange County Board of Commissioners. As part of the tri-party agreement between the City of Ocoee, Orange County, and Ocoe, LLC (aka: Halverson Development), the City agreed to design, permit, and construct the traffic signal at the intersection of Ocoee-Apopka Road and the realigned West Road. Also as part of that agreement, the City would proceed with the design and permitting of the temporary portion of West Road and _Orange County would fund the construction of the temporary road. Ocoe, LLC was able the receive approval of heir commercial development at the northeast corner of the intersection and part of that project they would pay the City for the design, permitting, and construction of the turn lanes in the new West Road realignment project. The City employed PJSJ, Inc. to design the new traffic signal and to use a mast arm design similar to the other signals within the City in accordance with the City, County, and FOOT standards. The new signal poles will be located at the new "plus" intersection when the realignment of West Road is completed. As part of the project the old strain pole signals at West Road and Ocoee Crown Point Parkway will be removed. Because of the Orange County and FOOT design standards, the City was unable to "piggyback" on the Seminole County signalization contract. The City just received approval from Orange County on the design coordination. The City did contact Southern Site Works, Inc., the contractor of record for the road construction, and was able to secure a bid of $265,421.58 for the proposed traffic signal. This cost is approximately $15,000 higher than the engineer's estimate; the difference being in the mast arm assemblies and the Opticom. The City could possibly realize a reduction in cost if the project were to be competitively advertised, however we would lose about three months of time and possibly a coordination issue if we had a different contractor. Southern Site will only have to coordinate with themselves and the three month delay is approximately equal to the delivery time for the mast arm assemblies. By awarding this project to Southern Site Works, they will have the signal installed and operational before the start of school in august of this year. This project is funded through the CIP program in the amount of $200,000, the City's share in the original temporary road project and approximately $40,000 remaining in the contribution from Ocoe, LLC for the turn lanes on West Road. The remainder will be made up by a transfer of $50,000.00 from the Maguire/Roberson Road Intersection Improvements Project. . Issue: Should the City Commission authorize the award of the construction of the Traffic Signal at Ocoee-Apopka Road and West Road to Southern Site Works, Inc. Recommendations Staff recommends that the City Commission waive the competitive bid process for the construction of this traffic signal at Ocoee-Apopka Road and West Road because of the loss of time in completion of the overall project to meet the opening of school in august of 2008. Staff recommends the transfer of funding in the amount of $50,000 from the Improvements of the Maguire/Roberson Road Intersection Improvements Project to this project to cover the cost overrun. Staff also recommends that the City Commission authorize award of the construction of the traffic signal at Ocoee-Apopka Road and West Road to Southern Site Works, Inc. in the amount of $265,421.58, with a completion date of no later than June 30, 2008, and authorize staff to issue a purchase order for the project.
