Subject: Utilities Department Consulting Agreement with SMW GeoSciences, Inc.
Background Summary: The Utilities Department utilizes the consulting services of SMW GeoSciences,
Inc., for assorted projects throughout the year, such as receiving assistance for renewing the Consumptive
Use Permit, researching Alternative Water Supplies and developing the Water Conservation Program. The
original agreement was executed on January 17, 2006 and was authorized for two years. Staff
recommends extending the terms of the Agreement and including a revision for Fees for Services (as seen
in the attached revised Appendix A) through January 17, 2009.
Issue:
Should the Mayor and Commission authorize the Mayor to execute an Addendum to the Consulting
Agreement between the City of Ocoee and SMW GeoSciences, Inc.?
Recommendations
Motion to authorize the Mayor to execute the Addendum to the Consulting Agreement by and between the
City of Ocoee and SMW GeoSciences, Inc., to retain consulting services through January 17, 2009.
Attachments:
Addendum to "Consulting Agreement"; Revised Appendix A - SMW GeoSciences, Inc. 2008 Fees for
Services.
Financial Impact:
There is no direct Financial Impact upon approval. Future work orders for the term of this contract
extensions shall not exceed $125,000.00

ADDENDUM TO "CONSULTING AGREEMENT"
This Addendum to the Agreement by and between THE CITY OF OCOEE, hereinafter
referred to as the "CITY" and SMW GEOSCIENCES. INC., hereinafter referred to as the
"CONSULTANT", and whose addresses are contained in the original "Consulting Agreement"
whose effective date is January 17, 2006, and do hereby mutually agree to extend the terms of
said Agreement through January 17,2009.
This Addendum applies monetary modifications to the original Agreement, as shown in the
revised "Appendix A" (Fees for Services). With the exception of the revised Fees for Services,
all parties shall adhere to each and every condition as so outlined in the original Agreement.
IN WITNESS THEREOF, both parties hereby mutually agree to the original conditions and
terms of the initial Agreement and hereby acknowledge the conditions of this agreement and
execute the same on this da of ,2008.

Request for More Information Regarding SMW GeoSciences, Inc. Consulting
Agreement Extension
During the February 19, 2008 Commission meeting, City Commission tabled Item 8 of the
Consent Agenda until the next meeting, so that SMW GeoSciences' original fee schedule could
be provided to Commission. Attached are the original and proposed fee schedules. Also
attached is a Fee Level Comparison for services by SMW GeoSciences and other similar
professionaVtechnical service providers. The comparison generally indicates that SMW's fees in
2005 were significantly lower than the other providers and their proposed services appear to fall
in the middle of the price range in comparison to other providers. The data used was older fee
schedules from City records and other agencies. The only current fee schedule was obtained
from Winter Gardens and it was same fee schedule SMW has provided to us.
Staff will have available backup data for the comparison, the entire original contract, and a
summary of work orders issued by SMW over the original contract period if needed by the
commISSIOn.
