Item #07 Approval of Change Order No. 2 with Southern Site Works for Intersection Improvements AGENDA ITEM COVER SHEET Meeting Date: November 4, 2008 Item # , ~!: Contact Name: Contact Number: David Wheeler 407-905-3100, ext. 1504 Reviewed By: Department Director: City Manager: Subject: Change Order NO.2 with Southern Site Works for intersection improvements at West Road/Ocoee Crown Point Parkway at Ocoee-Apopka Road in the Amount of $5,883.77 Background Summary: Southern Site Works is presently under contract to the City of Ocoee to provide turn lanes and a new traffic signal for West Road/Crown Point Parkway at Ocoee-Apopka Road as part of an ongoing Orange County project to realign West Road and Ocoee Crown Point Parkway. The work has been completed, although there was considerable delay related to accommodation of conflicting utilities. The proposed change order will closeout the project by reconciling final unit quantities and recognizing the additional work required to provide pedestrian access through the intersection, as jointly determined with Orange County. The additional work, all of which was owner-directed, was the result of a cooperative effort between Orange County and the City of Ocoee; Orange County also incurred charges related to these improvements. The change order includes an official time extension of 82 days for the project; there are no associated costs. Issue: The Engineering Department has proposed changes to the West Road/Ocoee Crown Point Parkway at Ocoee-Apopka Road intersection improvements project and requests that the City Commission approve Change Order NO.2 for this project with Southern Site Works. Recommendations The Engineering Department recommends that the City Commission approve Change Order No. 2 for the additional work and increase the West Road realignment construction contract by $5,883.77, with an adjustment to contract time to recognize the delays caused by the need to resolve utility conflicts. To fund the change, staff recommends that the City Commission approve the reallocation of $5,883.77 in Road Impact Fees from excess funds reserved for the Maguire Road at Moore Road intersection improvement project and authorize the Mayor and City Clerk to execute the change order. Attachments: Change Order NO.2 between the City of Ocoee and Southern Site Works for the West Road at Ocoee- Apopka Road intersection improvement project Financial Impact: The funding for this $5,883.77 change order will be financed by the existing allocation of Road Impact Fees for a similar capital project located further south along the same roadway. The resulting small reduction in remaining funds for that project is not anticipated to produce a shortfall for the continuing construction program. There is no financial impact related to the extension of contract time. The GENERAL CONDITION, SUPPLEMENTARY CONDITIONS, SPECIFICATIONS and all parts of the Project Manual listed in Article 1, Definitions, of the GENERAL CONDITIONS apply to and govern all work under this change order. II. REQUIRED CHANGES Reduce quantity of sidewalk installation; increase quantity of electrical conduit and pullboxes installed; extend culvert; restripe crosswalk; extend contract time due to utility conflicts. III. JUSTIFICATION The sidewalk included in the original scope of work was installed by the developer and can be deleted form this contract. New sidewalks and access ramps were required to redirect existing sidewalks to the new pedestrian crossings across grass borders. One such sidewalk required that a ditch culvert be extended and that the pedestrian crossing on Ocoee Crown Point Parkway be restriped. Additional conduit and pullboxes were installed to relocate pedestrian signals to accommodate new sidewalk access points at the intersection and utility conflicts. IV. NARRATIVE OF NEGOTIATIONS Costs are based on the original contract unit pricing and negotiations between the parties (5 and 6). V. Acknowledgements: The aforementioned change, and work affected thereby, is subject to all provisions of the original contract not specifically changed by this Change Order. It is expressly understood and agreed that the approval of the Change Order shall have no effect on the original contract other than matters expressly provided herein.
