Subject: Award Silver Star Landscaping Improvement Project to Valley Crest.
Background Summary:
The City entered into a Joint Participation Agreement (JPA) with the FOOT on September ih, 2004, for
the Landscaping Improvements on State Road 438 (Silver Star) from Olympus Drive to Wood haven
Court. In December, 2005 the City awarded the landscape design to Herbert-Halback, Inc. (HHI). HHI
provided a design that included irrigation, trees, under story shrubbery and ground covering of various
varieties. The submittal process with the FOOT was completed with final approval received in January of
this year. During the submittal process with the FOOT, the City reoriented its landscaping focus to
concentrate on low maintenance plantings that have a history of thriving in a roadway median
environment with minimal watering. Throughout the summer months, City staff met with representatives
from Valley Crest, the City's continuing service landscape maintenance provider, to determine which
aspects of the design will meet the City's landscaping focus. The City resubmitted to the FOOT a project
scope that included irrigation, trees and ground covering for approval, eliminating the varied understory
shrubbery that would be difficult to maintain in a presentable manner after installation. The FOOT
concurred with the City's proposal on November 5th, 2008 and was supportive of the City's selection of
Valley Crest as they are prequalified as a FOOT contractor.
Issue:
Authorization to proceed with the award of the Silver Star Road Landscaping Improvement Project to
Valley Crest, the City's continuing services landscape maintenance contractor, for $157,008.00. This will
be in accordance with the FOOT Joint Participation Agreement for Landscaping Improvements on State
Road 438 Between Olympus Drive and Wood haven Court, FM#239289-2-58-01; Contract Number
ANR90.
Recommendations
Staff recommends that the City Commission approve the award of the Silver Star Road Landscaping
Improvement Project to Valley Crest for $157,008.00.

Landscape Enhancement
The following items noted below are provided by Valleycrest Landscape
Maintenance, for the sole purpose of providing our customer with concise and
definitive guidelines for the proposed scope of work described in the aforementioned
proposal for City of Ocoee - Silver Star Rd. landscape enhancement project.
. Valley crest Landscape Maintenance is not responsible for the civil
engineering of the site.
. The attached proposal does not include any importation or exportation of fill
soil. New plantings will be installed @ existing grade, in existing sod.
. Existing Bahia sod will remain.
. City of Ocoee allowing ValleyCrest Landscape Maintenance to dump debris
@ the Public Works Division facility.
. The proposal includes (12) MOT lane closures on Silver Star Rd.- 2 Lanes
each occurrence. Should additional lane closures be required to complete
the scope of work as defined in the proposal, additional charges will be
applied.
