Background Summary: The relocation of the S.R. 50 12" forcemain project included the rehabilitation
of Liftstation #7 that is currently located near the centroid of the prime development parcel bounded by S.R.
50, Bluford Avenue and Lake Bennett, and is located within the Ocoee CRA. The location of the station is
undesirable by both the City and developers, so both parties have worked to relocate the station north to
the north boundary of the development. The developer has agreed to provide the City with the needed
easement, fee simple Liftstation parcel for the relocation. In addition, the developer has concurred with a
commitment to providing architectural improvements to the station and other miscellaneous items.
The station relocation will include a new station which will be technologically current, provide enhanced
operation/maintenance and be less visually/odorously obtrusive to future development. Included with the
project will be a new wet well, paved surface, enhanced grading, new electrical system including SCADA
and much improved operational by-pass capability. The station has been designed ultimately to have an
enclosed building for a generator and a control panel that can be roofed and veneered to match
development standards. The enclosure will eventually eliminate conspicuous fencing around the station.
The station will require a new generator that will be supplied by others and installed by City staff. In
addition, FDEP requires the station to be fitted with flow measuring capability that was originally
accomplished by a flow meter in a vault at $67,000, which will be change to SCADA (Supervisory Control
And Data Acquisition) Technology for under $30,000.
Issue:
Should the City Commission approve the relocation of Liftstation #7 and authorize the Mayor to execute
Change Order #1 to Bid B08-01 Liftstation #7 and Forcemain Relocation which covers the cost to relocate
Liftstation #7.
Recommendations
Motion to approve Change Order #1 to Bid B08-01 Liftstation #7 and Forcemain Relocation Project with
GWP Construction, Inc., in the amount of $187,838.50 which includes a 3% contingency; and authorize the
City Manager to proceed with the procurement of a Liftstation Generator with a not-to-exceed amount of
$95,000 and SCADA System upgrade of a not-to-exceed amount $30,000 pursuant to City Purchasing
Policy for a total increase to the project of $318,473.75.

The 2003 Utility Bond had programmed $1.5 million dollars toward this project, of which $1,487,685.05 has
been spent or encumbered to date. Therefore, this action would require re-appropriate $266,640.83 from
the 2003 Utilities Bond Because of the benefits to the development community, Ocoee CRA and capacity
increase, staff will explore a possible cost allocation to the CRA and/or capital connection fee account.

CHANGES ORDERED:
I. REQUIRED CHANGES
The scope of this project was to rehabilitate Lift Station No.7 and to relocate the force main
leading from that lift station to Clarke Road. The lift station site is at the intersection of three
parcels that collectively define the largest development site within the City's Community
Redevelopment Area (CRA). Shortly after the contract for the work was awarded, development
plans were made known to the City regarding the property surrounding the lift station. The lift
station rehabilitation portion of the project was immediately put on hold while plans were drawn
to relocate the lift station to a site near the perimeter of the developable area. Work on the
eastern portion ofthe force main relocation effort, which runs from Lift Station No. 34 to Clarke
Road, was begun in November and continues to date.
Now that the plans to build a new Lift Station No.7 have reached a point where the cost of that
work can be ascertained, the project's scope is being revised to build a new lift station to the
north of the existing facility. The resulting change order deletes the lift station rehabilitation
components of the project and adds the construction of an entirely new lift station.
II. JUSTIFICATION
Rehabilitating a working lift station is an extremely difficult and expensive undertaking that
requires full-time bypass pumping and installation of a number of facilities for temporary and
future operations. Although the planning for development of the surrounding property is
ongoing, any project that will best utilize the location will need to move the lift station to a new
location. Rather than abandon a newly rehabilitated lift station at that time, it is prudent that the
lift station be relocated. The cost of rebuilding the lift station at a new location is $629,904,
while the cost of rehabilitating the facility at its current location is $448,089. The revised bid list
is attached.
III. NARRATIVE OF NEGOTIATIONS
Change order is based on mutual agreement by the parties or contract unit prices. Negotiated
prices apply only to those items not included in the original bid list. Seven items on the original
bid were reduced in quantity and 26 bid items were eliminated; the quantity of two items was
increased and 11 items were added to the unit pricing schedule. The Engineering and Utilities
departments were involved in the negotiations.
IV. PAYMENT
The following attached "Itemized Quantities-Change Order #1" reflect added items and revised
existing Items.

This proposed change to the Contract is to be approved by the City of Ocoee Commission. The
aforementioned changes, and work affected thereby, are subject to all provisions of the original
contract not specifically changed by this Change Order. It is expressly understood and agreed
that the approval of the Change Order shall have no effect on the original contract other than
matters expressly provided herein.
CONTRACTOR acknowledges, by its execution and acceptance ofthis Change Order, that the
adjustments in Contract Price and Time shown hereon constitute full and complete compensation
and satisfaction for all costs and modifications of performance time incurred by the
CONTRACTOR as a result of this Change Order. No other claim for increased costs of
performance or modifications oftime will be granted by the OWNER for the Work covered by
this Change Order. The CONTRACTOR hereby waives and releases any further claims for cost
or time against the OWNER arising from or relating to the matters or Work set forth or
contemplated by this Change Order.
