CODE ENFORCEMENT BOARD MEETING
MARCH 24, 2009
CALL TO ORDER
Chairman Godek called the regular meeting of the Ocoee Code Enforcement Board to order
at 7 :00 p.m. in the Commission Chambers at City Hall. Member Lowery led the Invocation
and Member Sais led the Pledge of Allegiance to the Flag. The roll was called and a quorum
was declared present.
PRESENT: Chairman Godek, Vice Chair M. Godek, Members Alexander, Elliott, Lowery,
and Sais. Also present were Code Enforcement Supervisor Loeffler, Code
Enforcement Officer Siegrist, Division Chief Stanley, Permitting Clerk Everett,
Administrative Assistant Ballard, Administrative Assistant II Barker, Attorney
Sneed, and Deputy City Clerk Sibbitt.
ABSENT: None.
GUESTS: None.
Administrative Assistant II Barker administered the oath to Code Enforcement Supervisor
Loeffler, Code Enforcement Officer Siegrist, Division Chief Stanley and anyone intending to
speak regarding a case.

COMMENTS FROM CITIZENS
Frank Morris, former Code Enforcement Board Member, stated he has been out of the
country for some time which is the reason he dropped membership from this board. He is now
back and wants to thank the board and staff for all their work and for the compliances of the
citizens. He further urges more citizens to be involved in the City. Mr. Morris stated that he
read the Mayor's recent gazette and noticed there was a pleading for volunteer membership to
this board and he told the Mayor that he would consider volunteering for this board again.

Observation: Work without a permit. Exterior electrical and lighting in parking and building areas.
Officer Siegrist stated at this time the property is not completely in compliance and the
respondent is working with the City and has applied for a building permit. The permit has not
been obtained but if there should be any consideration for an extension, the City would not
have a problem with that.
Carl Shaheed Saywacklall, representative for the respondent, apologized for taking up the
board's time and said he tried to get the violation in compliance. He applied for the permit
and is hoping the board could be lenient with him and allow some extra time to get the work
completed. Mr. Saywacklall asked for an extension of at least 30 days.

Officer Loeffler gave a brief history of the case and stated the building looks good today and
is in compliance; however, there was an accruing fine. It was decided that the violation would
have been accruing up to the 2005 Minimum Housing Re-Inspection. Officer Loeffler stated
a re-inspection was done on December 6, 2005, and the property was found in compliance.
To date, the property has remained in good shape. Vice Chair M. Godek inquired as to how
much the fine was. Permitting Clerk Everett stated the fine is $2,153,755.49. Vice Chair
M. Godek inquired as to how long this case was in non-compliance. Officer Loeffler stated
that he has no recollection of a compliance date prior to 2005. In November 2005, when he
saw the trailer for the first time, it was in very bad condition. Chairman Godek inquired if
there was a lien on the property. Permitting Clerk Everett advised a lien has been filed.
Officer Loeffler read the original Minimum House Inspection observations from 1996 and
stated the violations cited were not severe enough to cause not inhabitable living conditions.

Officer Loeffler stated the homeowner has made some good faith effort in coming into

Patricia Burney, 1110 Kimball Drive, stated all the shingles are on the roof and she is
waiting to get the rest of the money together for the material for the flat roof. It will take her
about another month to have all the money collected. She further stated the inside of the
house will not be a problem since she has many friends helping her with that.

$150/per dav effective March 24. 2009. until compliance. Motion carried unanimouslv.
COMMENTS
Officer Loeffler shared before/after photos that did not come before the board due to
compliance.
Chairman Godek thanked Member Ballard, who resigned from the board and was not
present tonight, for his time and commitment to the board.
