Background Summary:
Members of the Parks & Recreation Advisory Board serve two -year terms; provided the terms shall be staggered
so that the terms of four members and the terms of the other five members shall expire in alternating years.
Currently, the Parks & Recreation Advisory Board has eight (8) members and no applications on file.
The two -year terms of Gordon Applegate, Mary Barber, Dottie Godek, Carol Heard, Rob McKey, Jane Rainer,
and Veronica Royce have all ended October 1, 2010. All members with the exception of Veronica Royce have
indicated they are willing to serve another term, if reappointed. Member Royce has declined reappointment due
to moving out of the city limits.
Issue:
Should Members Gordon Applegate, Mary Barber, Dottie Godek, Carol Heard, Rob McKey, and Jane Rainer be
reappointed to the Parks & Recreation Advisory Board to serve another term?
Recommendations
To comply with Chapter 15 -1 (C.) of the Code of Ordinance and realign the staggered terms of the board
members, staff recommends extending the current terms of the two longest serving members (Applegate and
Barber) until October 1, 2011, and reappoint Dottie Godek, Carol Heard, Rob McKey, and Jane Rainer to serve
another term on the Parks & Recreation Advisory Board ending October 1, 2012.

Members must be City residents per § 15 -4.B, Code of Ordinances

Whenever possible, appointments to the Board may include one member from each of the following organizations: Ocoee Little
League, Ocoee Youth Soccer League (OYSL), Ocoee Bulldog Pop Warner Football, and West Orange Senior Citizens Association.

1 $ 15 -1. - Creation; membership; terms; compensation.
A. Creation. There is hereby created a Parks and Recreation Advisory Board, which will advise the Mayor,
the City Commission and City Manager and the Parks and Recreation Director on issues pertaining to
city's parks, recreational facilities and programs.
B. Membership. The Parks and Recreation Advisory Board shall consist of 9 members appointed by the
City Commission. Members shall be selected from the City at -large by the City Commission. The at-
large appointments to the Board may include one member from each of the following organizations:
Ocoee Little League, Ocoee Youth Soccer League (OYSL), Ocoee Bulldog Pop Warner Football, and
West Orange Senior Citizens Association. Ex Officio Members: The Parks and Recreation Director shall
be an ex officio member of the Parks and Recreation Advisory Board. Additionally, a member of the City
Commission shall serve as an ex officio member of the Parks Board and shall be appointed by the City
Commission. All ex officio members of the Parks and Recreation Advisory Board shall be nonvoting
members.
C. Terms. Each member shall be appointed to serve equal terms of two years; provided the terms shall be
staggered so that the terms of four members and the terms of the other five members shall expire in
alternating years.
D. Compensation. Board members shall serve without compensation.
