PZ 03-12-1974 PLANNING AND ZONING BOARD HELD MARCH 12 1974 PRESENT: Mr. Bowness, Mr. Brooklyn, Mr. Carter, Mr. Lait, Mr. Turner, Mr. Thomas, and Mr. McRobert. ABSENT: None. Meeting began at 7 :35 P.M. 1. Mr. Bill Coggin came representing Mr. Stout of the Church of Christ located on Bluford Ave. He is requesting that the alleyway behind the church be closed because of the vandal- ism which is occurring. The alley is 15' wide and runs be- hind the stores on Bluford Ave. There is 8 -10' from the back of the stores to the alley. The alley runs 3 blocks but the church is requesting the abandonment or closing of one block. General discussions were held. Mr. Thomas made the motion that the Planning and Zoning Board review a plot plan and design of what the church intends to do in the closing of the alley, possibly using gates at the north and south ends. Then to close the alley from use as a thruway and walkway and if gates are used give keys to the church and the city, with the city still owning the alley, seconded by Mr. McRobert. A vote was taken. Mr. Turner and Mr. Carter voted nay. Mr. Bowness, Mr. Brooklyn, Mr. Lait, Mr. Thomas, and Mr. McRobert voted yes. Motion carried by 5 to 2 vote. Mr. Carter felt that street lights should be considered as a better solution. Mr. Bowness requested that Mr. Coggin return on 3 -26 -74 with the plot plan and design of their ideas so the Zoning Board could make recommendation to the Council. Mr. Coggin felt the board had not answered his original question of the city giving up the alley. He is concerned with this be- cause the alley splits the church property. The board requested he return for further discussion. L 2. Mr. Brooklyn brought up the question about the density of units per acre. He feels that we should draw up an ordinance stating only 14 units per acre, rather than 20 units per acre. Mr. Thomas stated that the density of units per acre depended on a number -2- of things including floor plans. Discussions held. 3. Mr. Brooklyn brought up the question of fowls in the city. He Imi asked if the board had not provided a section on this in the Zoning Ordinance. It was stated that under the Agricultural Section of the Zoning Ordinance there was a section pertaining to this subject. Members of the City Commission were present at this time and the Zoning Board and Commission discussed the issue. Mr. Caldwell, the city attorney, was asked if this was sufficient. He said that the city needed an ordinance on the subject of fowls, swine etc. for residential and other zonings. He also stated that it should have the word nuisance in it. Comm. Harper felt the ordinance should be worded any fowl or animal that creates a nuisance. Discussions were held. Mr. McRobert made the motion to adjourn, seconded by Mr. Thomas.
