PZ 05-28-1974 MINUTES OF THE MEETING OF THE PLANNING AND ZONING BOARD HELD
MAY 28. 1974
Members Present: Bowness, Brooklyn, McRobert, Lait, Turner and
Carter.
Members Absent: Thomas.
The meeting was called to order at 7:35 P. M. by Mr. Bowness.
1. Mr. 011ie Arthur appeared before the board requesting permission
to put a trailer in an industrial area. Mr. Arthur presented
his contract before the board for purchase 40r a piece of property
in the Industrial Park on Enterprise Street across from Gateway.
Said property is zoned I -3.
Mr. Arthur stated that due to vandalism and the fact that he
carries a lot of parts and tires for the trucks he works on
that he needs the trailer for security purposes.
Mr. Lait told Mr. Arthur he should build a building with a place
inside for security.
Mr. Turner said the zoning was right and that there has been no
complaints about the trailer in Gateway. Mr. McRobert feels that
since there is already a trailer in the area that this opens the
door for another one.
Mr. Lait read the Zoning Regulations on I -3 for uses permitted.
The regulations permits no dwelling except caretakers, but it
does not state a usage of a mobile home. The members of the
board told Mr. Arthur.that he must build a building before
putting up a trailer.
Mr. Turner made a motion to allow Mr. Arthur to put a mobile
home on the property with the exception that he speculates
upon selling the property and if sold the new owner must appear
before the board for review. Mr. Brooklyn seconded the motion.
Mr. Arthur indicated that a family would be living in the trailer,
but would be working as caretakers. Mr. McRobert said Mr. Turner
should restate his motion due to this statement since the ordinance
does not indicate that a family may dwell there.
Mr. Turner reatated his motion to grant permission for use of a
mobile home on the property with the exception that Mr. Arthur
speculates sell of the property and if sold the new owner must
appear before the board for a review and that he must put a
building up before putting up a mobile home. Motion carried.
No nays.
2. Mayor's Memo to Zoning Board
tm Mayor Vandergrift was present to brief the board on the memo.
The mayor indicated the purpose of the memo was for clarification
for the Council and a better understanding between the two boards.
He also stated that proper input was needed on roads, drainage,
sidewalks, septic tank permits and public hearings. In addition,
Ir,► Lait indicated that the board needed to have a valid map
made up as to setback requirements on property.
Mayor Vandergrift said he would work with the board in endeavoring
to see their expectations from the Commission done.
Mr. Brooklyn made a motion to adjourn seconded by Mr. Lait.
Being no further business, meeting adjourned at 9:05 P. M.

Item #2 You as a board do not have to power to grant septic
tank permits.

This item is far too vague to expect action from
Council. maybe a preface of action items should
be used as opposed to information items.
Item #3 Paragraph 4 Second Page
This resolution should come from you and perhaps
a public hearing should be held on some of these
ideas that involve property acquisition.
This memo is meant to open communications and understanding
between the two boards. If you can give me input as to
your expectations from the Commission, I will endeavor to
see it done.
