PZ 08-12-1975 MINUTES OF THE MEETING OF THE PLANNING AND ZONING BOARD HELD AUGUST 12, 1975 PRESENT: THOMAS, BROOKLYN, TURNER, LAIT, CARTER, mCROBERT, GARLINGTON ABSENT: CH. BOWNESS THE MEETING WAS CALLED TO ORDER AT 7 :35 P. M. BY VICE - CHAIRMAN THOMAS. AFTER READING THE MINUTES OF THE PREVIOUS MEETING HELD JULY 22, 1975, MR. CARTER CORRECTED THE MINUTES, PAGE 1, NUMBER 2, PARAGRAPH 3, TO READ THAT HE REQUESTED THAT THE BOARD RECOMMEND TO COUNCIL THE PROPERTY BE LEFT ZONED R -1 ON 5 ACRES WITH THE TRAILER ON IT AND REQUEST USE PERMITTED ON REVIEW. THE MINUTES WERE OTHERWISE ACCEPTED AS READ. CH. THOMAS CALLED FOR COMMENTS FROM THE BOARD MEMBERS BEFORE PROCEEDING WITH THE AGENDA. THERE WERE NONE. CH. THOMAS THEN PROCEEDED TO THE ONE ITEM ON THE AGENDA: PUBLIC HEARING FOR CLIFF FREEMAN'S PETITION 75 -2, ASKING FIRST FOR COMMENTS AND OPINIONS FROM THE AUDIENCE. CITIZEN KEITH FLURRY, 905 MAUREEN AVE. STATED THAT HE WAS HERE TO GET INFORMATION ONLY AND DID NOT HAVE AN OPINION EITHER PRO OR CON. CITIZEN WINIFRED E. SANDERS (MRS. T. C.), 328 W. SILVER STAR RD., VOICED STRONG OPPOSITION TO THE ZONING CHANGE. SHE WANTS MR. FREEMAN TO CONTINUE TO BE RESPONSIBLE FOR WHAT HAPPENS IN THAT SECTION AND BE- LIEVES THAT IF THE PROPERTY IS DIVIDED UP AND SOLD TO INDIVIDUAL OWNERS THE AREA WILL DECLINE IN QUALITY. SHE IS PARTICULARLY CONCERNED WITH THE NOISY TRAFFIC OF PEOPLE GOING TO THE STORE TO BUY BEER ALL THROUGH THE NIGHT, WHICH SHE STATES IS BAD NOW BUT WILL PROBABLY GET WORSE WHEN AND IF THE PROPERTY IS SOLD. MR. FREEMAN EXPRESSED HIS APPRECIATION FOR OUR FORM OF GOVERNMENT THAT GIVES US ALL THE RIGHT TO STATE OUR WISHES CONCERNING OUR PROPERTY AND ALSO EXPRESSED REGRET THAT MORE OF THE PROPERTY OWNERS IN THE AFFECTED AREA HAD NOT APPEARED FOR THE HEARING. IT WAS HIS OPINION THAT THE ACTION HE HAS REQUESTED WILL UP -GRADE THE AREA BECAUSE (1) THE INITIAL AMOUNT OF MONEY REQUIRED TO PURCHASE A LOT AND TRAILER IS GREATER . f"" ($3,500 - 84,000) THAN THE AMOUNT NECESSARY TO RENT A LOT; (2) HOME- OWNERS GENERALLY HAVE A GREATER SENSE OF RESPONSIBILITY TOWARD THEIR PROPERTY THAN RENTERS HAVE; (3) POLICE PROTECTION WILL BE MORE QUICKLY AVAILABLE TO OWNERS WHEN THEY CALL BECAUSE THE STREETS INVOLVED WILL h "" BE CITY STREETS INSTEAD OF A PRIVATE PARK. CH. THOMAS ASKED IF THE CUSTOMARY MAPS AND PLANS HAVE BEEN PRESENTED TO THE BOARD FOR CONSIDERA TION.,MR. FREEMAN REPLIED THAT THE SAME PLATS PLANNING AND ZONING BOARD MINUTES AUGUST 12, 1975, MEETING, PAGE 2 Lime AND PLANS THAT WERE PRESENTED ORIGINALLY APPLIED IN THIS PRESENTATION AS WELL, BECAUSE THE PURPOSE OF THIS HEARING WAS TO CHANGE ZONING ONLY FROM RENTAL TO SALE. MR. CARTER MADE THE MOTION TO RECOMMEND TO COUNCIL TO GRANT THE PETITION NO. 75 -2 PRESENTED BY MR. FREEMAN REQUESTING ZONING CHANGE FOR BOTH PALMS AND VALENCIA MOBILE HOME PARKS FROM RT TO RT2. MR. BROOKLYN SECONDED. UNANIMOUSLY PASSED. THERE BEING NO FURTHER BUSINESS BEFORE THE BOARD, MR. TURNER MADE THE MOTION TO ADJOURN. MR. GARLINGTON SECONDED. MEETING ADJOURNED AT 8:20 P. M.
