07-12-1994 MINUTES OF THE PLANNING AND ZONING COMMISSION ACTING AS LOCAL PLANNING AGENCY SPECIAL MEETING HELD TUESDAY, July 12, 1994 CALL TO ORDER The meeting was called to order by Acting Chairman Bond at 7:30 p.m., followed by a moment of silent meditation and the pledge of allegiance. The determination of a quorum was made. PRESENT: Acting Chairman Bond, Members Jones, Landefeld, Miller, Rhodus, Swickerath, Alternates Draia and McKey. Also present were Planning Director Wagner, Planner Dow, and Clerk/Stenographer Lewis. ABSENT: Chairman Switzer. CONSENT AGENDA The consent agenda consisted of items A and B. Member Landefeld, seconded by Member Jones, moved to approve the consent agenda as presented. Motion carried 6 -0. A. Minutes of the Regular Planning and Zoning Commission Meeting of June 14, 1994. B. Wesmere PUD, Villages 10, 11, Final Subdivision Plans NEW BUSINESS NEW CITY PLANNER Planning Director Wagner introduced Ms. Abra Dow, the new planner for the City, and said she was already working on annexations, landscape and Arbor ordinance, the Comprehensive Plan, and the Land Development Code. Ms. Dow said she was happy to be a part of the City. MALL TRIP Planning Director Wagner asked how many planned to visit the shopping mall in Atlanta. Response varied in that some members would be visiting the Ft. Lauderdale site and some will fly to Atlanta with the group. Member Swickerath said he would not be attending on either trip and asked members to ferret out with neighbors and talk about the "before" and "after" (the mall came to their area). He cautioned that they not be seduced by people that are grinning and spending money buying "stuff." He recommended the members travel to adjoining areas to figure out preimposed development. Acting Chairman Bond asked if City officials would be available to address issues raised by Member Swickerath. Alternate McKey suggested that members tour the Town Center in Boca as it now has mature trees that are 10 -15 years old. Director Wagner asked the members to contact the City Manager's office if they had questions about the arrangements. OLD BUSINESS Alternate McKey had suggested the City look at developing architectual guidelines. There had been various points of view and he had wanted something presented to the Board. Member Planning and Zoning Commission Regular Meeting July 12, 1994 Swickerath pointed out the drawbacks of such guidelines and said the Commission is charged with the task of managing growth. Acting Chairman Bond said the Code enforcement could become involved if the intent was to spruce and clean up the City. Planning Director Wagner said an architectual review would be a very involved process, taking a lot of staff time, and would also include legal issues involving how far communities can go with this type of thing. OTHER BUSINESS PLANNING DIRECTOR Planning Director Wagner will inform the members if the P &Z will hold a second meeting later in the month. A lot of things are beginning to happen with development around town and he anticipates two or three major developments will come before the Commission in the near future. BOARD MEMBERS Alternate McKey asked if there are any enclaves north of Wurst Road and Adair Street. Planning Director Wagner said that particular area is heavy with enclaves.
