Purchase of Blackwood Avenue Streetlights
Background Summary:
During the past year, Staff has been researching various streetlight designs for inclusion in the Blackwood
Avenue Streetscape Project. The goal has been to incorporate innovative contemporary design to complement
Health Central Hospital and to demonstrate advanced technological systems. After reviewing various lighting
fixtures, the LED products featured by LUMEC /PHILLIPS were chosen for their forward- thinking design and
efficient lighting patterns. (See attached pictures). Staff believes that this is the only contemporary LED fixture
suitable for this project which is produced by a major manufacturer.
Staff has been in contact with the factory representative for this product, and after numerous meetings, is
convinced that buying the lighting fixtures and poles directly through him will afford the best price. This would
include 20 fixtures with poles for approximately $50,000. This money has already been included in the CRA
budget for Blackwood Avenue, although the permission to sole source must come through the Mayor and City
Commissioners per City purchasing procedures. Actual installation will be bid out as part of the overall
construction project.
Issue:
Should the Mayor and City Commissioners approve the sole source purchase of lighting fixtures and poles for
the CRA- funded Blackwood Avenue Streetscape Project?
Recommendations
Staff respectfully requests the Mayor and City Commissioners approve LUMEC /PHILLIPS as the sole source
provider of lighting fixtures and poles for the Blackwood Avenue Streetscape Project.
