HELD AUGUST 3, 2011
CALL TO ORDER
Chairman Dabbs called the meeting to order at 6:33 p.m. in the Commission Chambers.
Member Adams then led in prayer and the Pledge of Allegiance. The roll was called and a
„ quorum declared present.
PRESENT
Chairman Dabbs, Members Adams, Butler, and Chinelly were present. Also present were City
Attorney Rosenthal, Staff GIS Analyst O'Halloran, City Clerk Eikenberry and Deputy City Clerk
Sibbitt.
ABSENT
Vice - Chair Laney was absent excused.
APPROVAL OF MINUTES FOR JULY 27, 2011
Member Chinelly, seconded by Member Adams, moved to approve the regular minutes of July
27, 2011. Motion carried unanimously.
UPDATES SINCE THE LAST MEETING — MAPS OF THE FOUR BOARD PLANS
GIS Analyst O'Halloran said most of what he has in his PowerPoint presentation tonight are
updates from the last meeting which includes the various board plans they created. GIS
Analyst O'Halloran briefly explained each individual board plan that resulted in the following
deviations from ideal population in each of the four districts:

Chairman Dabbs inquired if Board Plan 4 moves Prima Vista into District 2. GIS Analyst
O'Halloran explained that Board Plan 4 does not affect Prima Vista. Board Plan 4 would
move District 2 up to Mack Street so not to split up the subdivision and also incorporates Ingram

Estates into District 4. GIS Analyst O'Halloran further provided a bar graph to show the shift
deviations and also explained the highlighted areas of change. Member Butler inquired as
to which plans affect the Maine Street area. GIS Analyst O'Halloran said that both Plans 2
and 3 would apply to the Maine Street area. Chairman Dabbs stated he likes the different
district boundary moves but he likes the deviations to Board Plan 4 better than any of the others.
Member Butler inquired if at any point could they eliminate a plan. Some of the plans are very ro'
similar and she was wondering if they could narrow it down since they are on a time frame.
Member Chinelly stated he would suggest in terms of process that they would come up with as
many possibilities as they could discuss and then decide as a commission what their preferred
plan would be after input from the Public Hearing. He further states that he feels they are still
in the process of building and tweaking. Chairman Dabbs inquired from the member's as to ?`
what their intention is for the Public Hearing. Member Adams stated he would think that they
as a board would narrow it down and then identify that map which would affect those residents
and call those residents to the Public Hearing. Member Butler inquired if they are still looking
to have the Public Hearing on August 30 City Clerk Eikenberry said it depends on whether
they are trying to tie this into the 2012 election or continue meeting and not be prepared to
change the numbers until the next election. Chairman Dabbs inquired as to which of the plans
{ would/would not be ready for the 2012 election. City Clerk Eikenberry said any of the plans
could be ready on time and would work for the 2012 election as long as they stick to the noted
timeline and produce numbers that are better than the existing numbers. If they need more time to
consider other options, then they probably would not be able to make the tight timeline for the
2012 election. Chairman Dabbs inquired as to how much wiggle room they would have if
they present a plan and the Commission is not happy with it. City Attorney Rosenthal stated
that part of the wiggle room is that no one knows when the 2012 municipal election is going to
be because it is tied to the presidential preference primary (PPP). The legislature does not have
a time set for the PPP as of yet. City Clerk Eikenberry added that a committee that was
formed at the federal level has until October 1, 2011 to provide a date for the PPP. Chairman
Dabbs said he heard recently that they may set the PPP election date in January.
City Attorney Rosenthal stated that the key provision here is the charter provision which states
that you cannot change districts within 90 days prior to a municipal election. He further said the
good news is that the existing districts are in compliance even with the 2010 census so there are
no legal issues to the city. Member Chinelly said in his experience with Public Hearings, he
would suggest they show and display what they have gone through and then show the preferred
plan. It would be helpful in that they can demonstrate the various pieces of the puzzle that they
rt have looked at with data to support it. City Attorney Rosenthal clarified that he and City
Clerk Eikenberry found the Charter provision and it states that they cannot change districts
within 4 months prior to a municipal election. If we follow the timeline for adoption of the
ordinance and the PPP is at the end of January or later, we would still make the deadline in time
for the 2012 election.

SPLIT CENSUS BLOCK INFORMATION FOR GENEVA STREET AREA
Member Chinelly stated in addition to the four board plans he would also like to see the census
block split for Geneva Street as well. Board members gathered around the large Board Plans on
display to discuss the four current plans.
GIS Analyst O'Halloran presented the Geneva Street split and how he cut the census block.
Member Butler inquired if Mr. O'Halloran could add the Geneva split to Board Plan 3 so they
can see how the deviation changes. GIS Analyst O'Halloran said with the changes to Board
Plan 3 as Member Butler suggested, Districts 2 and 3 have a little bit of a change. District 2's
deviation is now 3.57 and District 3's deviation is now -3.37.
GIS Analyst O'Halloran continued with his PowerPoint Presentation showing the population
density map and population by race and ethnic group pie chart. A brief discussion ensued
regarding one of the plans that would have the district line going down the 429 verses Fuller's
Cross Road and if they would like to keep it that way. Consensus was to keep it down the 429.
Member Butler inquired if they could save the Geneva Street split plan as Board Plan 5.
Chairman Dabbs said they have had a chance to review all four plans and see the map for the
2007 re- districting; he further clarified that they are now creating an additional plan. City
Attorney Rosenthal said that they would have to make a motion to add Board Plan 5.
Member Butler, seconded by Member Adams, moved to save Board Plan 5(see attachment).

Member Adams inquired if the numbers on the bottom of the projection screen are the actual
numbers for Board Plan 5. GIS Analyst O'Halloran said that was correct. He further said that
the Geneva Street split continues on past the cemetery in a straight line. Member Chinelly
inquired if he had the numbers for the 2007 District Final Map, in terms of population. He
further inquired if they can bring annual Ocoee population numbers to the next meeting. City
Clerk Eikenberry said that would be the information they get from BEBR and they can provide
that. GIS Analyst O'Halloran said he believes he showed that information in one of his
previous presentations and he will look for it and bring to the next meeting.
Chairman Dabbs said the next meeting is August 24 and they just made an addition to their
options so he further inquired if they are looking to eliminate any plans tonight and how soon do
they feel like they will be ready to come up with a final plan. Member Butler inquired if they
are taking one plan to the Public Hearing or will they present options. Chairman Dabbs said it
was his understanding they would take one preferred plan with explanations of what they went
through with the different board plans. Member Adams clarified that they would have the five
board plans available at the Public Hearing but they would also have the preferred plan that they
recommend. Chairman Dabbs answered affirmatively. City Attorney Rosenthal inquired if
they would like staff at the public hearing to give an explanation of all five plans or do they want
to narrow it since some of these plans are essentially the same. Chairman Dabbs inquired if
they are going to only invite people who are affected by the changes. City Clerk Eikenberry
stated they can put an advertisement out to inform everyone but if there is a certain area that is

going to really be affected then they may want to make sure to inform those residents. Member
,k Chinelly stated he would recommend, based on similarities, that they make some decisions and
I reduce the number of plans. He further said he would use the term "preferred plan" rather than
"recommended plan" for the Public Hearing because ultimately they will be recommending to the
City Commission based on public input. Member Chinelly inquired if the city had a format for
the public hearing or is it something they just put together. City Attorney Rosenthal said the
board can run the public hearing as they chose. He briefly gave them suggestions on how they
could proceed with the public hearing. Member Butler clarified that if they have a preferred

plan and the residents agree, than they can decide that night to make that plan a recommendation

and agrees with Member Chinelly that they should break it down to fewer plans. A brief
,R discussion ensued on how they would be sending out publication and notices regarding the public

Member Adams inquired about board Plan 5 and also commented that he would like to be able
. to identify the number that represents percentage deviations and he feels the bar graph was the
most clear in showing that information.

Member Chinelly said he would suggest Board Plan 5 take the place of Board Plans 2 and 3 and
that they eliminate those two board plans.

GIS Analyst O'Halloran said that one of their options when they get to the public hearing can
be the status quo. City Attorney Rosenthal said that they would present what the existing
districts are currently and they will also keep the board plans numbering the same. City Clerk

0 Eikenberry inquired if they would like to consider Board Plans 1 and 4 the same. The
difference between the two plans is the split in the trailer park area.
Member Butler, seconded by Chairman Dabbs, moved to eliminate Board Plan 1.

Member Butler explained that Board Plan 1 was the first plan they created when they were just
getting used to working with the software in moving the census blocks. The change that they
made to create Board Plan 4 was for the better in not splitting Security Circle. Deviation
numbers are also very similar and she does not feel they will lose a whole lot in eliminating that
plan. Member Chinelly said that he wanted to point out that of those two plans if they look
=Y` strictly at deviations, the better of the two is plan 1 but the other consideration is it does split the
subdivision which they would prefer not to do. Member Butler commented that she is very

familiar with that neighborhood and it is a very tightly knit neighborhood and she just thinks
splitting it would not be a good idea. Member Chinelly inquired if he could suggest they move
the boundary line to include more of that subdivision into District 2. Discussion ensued
regarding moving the boundary from the Mack Street boundary up to the property line behind
Mobile Lane. Further discussion ensued regarding moving the boundary line from Lakewood
Avenue over to Lyman Avenue. City Attorney Rosenthal reminded the board these changes
would be for a potential additional board plan. Chairman Dabbs inquired if they were ready to
vote. Member Butler said she does not think she is ready to vote.
City Clerk Eikenberry suggested they tray taking Mobile Park out of District 2 and put it back
into District 1 and then take the boundary line over to the west. Chairman Dabbs inquired if
they affect a Hispanic community would they have to explain any of the changes to them in
Spanish. City Attorney Rosenthal said they would not be required.
VOTE: Motion on the floor to eliminate Board Plan 1 was defeated 0 -4, with all members
opposing_
Member Butler, seconded by Member Chinellv, moved to save Board Plan 6 (see attachment).
Motion carried unanimously.

Member Butler, seconded by Member Adams, moved to eliminate Board Plans 1 and 4 due to
the creation of Board Plan 6 and its similarities. Motion carried unanimously.
City Attorney Rosenthal clarified that at the next meeting before the public hearing the board
would pick the preferred plan from the two they have created. Chairman Dabbs said that is his
understanding. Member Butler inquired if Board Plans 5 and 6 could be e- mailed to them.
City Clerk Eikenberry commented that the board plans will also be on the city's website and
she will notify the members when it is up so that they may review it.
Chairman Dabbs said he would try to come in and meet with Mr. O'Halloran to review both
plans 5 and 6.
