Mr. Harper has outstanding liens with the City of Ocoee (Cases #06 -067, 05 -024, 11 -120). All three liens total $59,800. Habitat would like to see if it would be possible for the City of Ocoee to sign a partial release of lien in favor of West Orange Habitat for Humanity, Inc. for just this parcel in Oakland. It would allow them to clear the title and build a home for a low - income family in need of decent affordable housing. Florida law allows municipal liens to be attached to more than one property of the owner. Issue: The parcel in the Town of Oakland that is being donated to West Orange Habitat for Humanity, Inc. by Dean Harper has liens associated with it and Habitat is not able to clear the title. The City of Ocoee has the following liens with Mr. Dean Harper: • 05 -024 - 39 Eagle Key Court Total Due $10,500.00; Board recommended not to reduce. • 06 -067 - 1312 E. Silver Star Road Total Due $1,300.00; Board recommended on 11 -27 -07 to be reduced to $1,000.00 if paid in 7 days. • 11 -120 - 167 W. Silver Star Road Total Due $48,300.00; Did not try to get reduced. Recommendations City Staff recommends that the City Commission give the authority to the City Attorney to execute a partial release of lien as to the associated property only as listed, which is 528 Hull Ave in the Town of Oakland (Parcel ID No.: 20- 22 -27- 6108 -65 -070). Attachments: Attached is a partial release for this parcel that Orange County is granting, as they have liens associated with this parcel also. Financial Impact: There would be no financial impact to the City of Ocoee and the amounts associated with the current liens would remain.
