The Special Event application does not indicate significant changes to the original approval from 2012. The Lions Club stated the Farmers' Market has not created a negative impact on any City services and continues to provide service to many residents. The use of the barricades will still be needed to close McKey Street every Friday from 2pm -7pm in the winter months and 3pm -8pm in the summer months, including the occasional use of electricity from the power pole located on McKey Street. The Ocoee Lions Club and the local vendors will remain responsible of the Farmer's Market. The city field located on Bluford Avenue between Oakland Avenue and McKey Street will continue as alternative parking. Issue: Should the Honorable Mayor and City Commissioners approve the temporary closing of Mckey Street for the purpose of the Farmers' Market under the Ocoee Lion's Club Administration? Recommendations: Staff respectfully recommends approval with the following requirements: 1) Close McKey Street every Friday from 2pm -7pm in the winter months and 3pm -8pm in the summer months for the duration of 2013. 2) Cooking facilities must be inspected and approved by Fire Department, 3) Reserve the right to have evaluations of the impact on the community, 4) Reserve the right to modify this agreement as needed for the community and city. The original special events permit was for calendar year 2012. While the market is very small, it is a venture we would request permission to continue. We do not feel that the market has created any negative impact on any City services and does continue to provide service to many residents. We are beginning to receive requests again with spring around the corner.
