Department Director: l.G� -1.�'" � x y�,; Contact Number: 407 - 905 -3100, ext. 1504 City Manager: Subject: Contracting with Standard Pacific Homes for the Installation of a 12 inch Reuse Main along Clarcona -Ocoee Road in Conjunction with the Arden Park South Subdivision (District 4 — Commissioner Keller) Background Summary: The Arden Park South subdivision was approved by the City Commission on November 6, 2007. The project did not actually go to construction until January of 2012. The project consisted of installing the infrastructure representative of a residential subdivision for 157 single family homes. The development has connected to the City's potable and reclaimed water system on Clarke Road and the sanitary sewer on Nicole Boulevard. On June 19, 2012, the City Commission approved the City of Ocoee / Orange County Reclaimed Water Territorial Agreement and the City of Ocoee / Orange County Agreement for the Delivery and Use of Wholesale Reclaimed Water. Those two agreements established the overall service area for reclaimed water for the City of Ocoee. At the approximate location of the intersection of Ingram and Clarcona -Ocoee Roads a master meter is proposed to separate subservice areas (water /sewer territorial service area versus area within City limits but outside the water /sewer territorial area). The Arden Park South subdivision is within the water /sewer territorial service area and therefore will primarily receive reuse water from the Ocoee WWTF. The Ocoee Utilities Department has established a project to run a large diameter pipeline from the Orange County facility along McCormick Road from Kensington Manor to Ocoee - Apopka Road and then south to West Road. That project has been designed and bids were received on March 12, 2013, the award of that project will be brought before the City Commission at a later date. The second part of that project is to run a large diameter pipeline along Ingram Road from McCormick Road south and connect to the reuse pipeline in the Arden Park South subdivision. These projects are called the North Service Area Reclaimed Water Main project and are initially funded in the amount of $645,505. Three portions of the North Service Area Reclaimed Water Main project have already been approved for construction by the City Commission by including them into other ongoing projects. Columnar Development is to installed approximately 3100 linear feet of 16 inch reuse water main along McCormick Road along the frontage of the Brynmar and McCormick Woods subdivisions. Dewitt is installing approximately 600 linear feet of 12 inch reuse main along Ingram Road and under Clarcona -Ocoee Road as they widen that road for Orange County. See the attached aerial showing these projects. Standard Pacific Homes is being required to install a sidewalk along Clarcona -Ocoee Road, but outside of the road right -of -way, as a part of their project. They will also be raising the area outside of their perimeter wall and installing new landscaping at the southwest corner of the intersection of Ingram and Clarcona -Ocoee Roads. This is a portion of the route and location of the proposed 12 inch reuse main currently being designed for bid later this year. The City approached Standard Pacific Homes and their contractor, Boykin Construction, Co. about having them install this additional leg of the reuse pipeline as part of their project and before they perform their work in this area. The approximate length of this section of pipe is 300 linear feet. With both the residential subdivision and the road widening projects both going on at this time, the City can realize some cost benefit to having this small pipeline project inserted into this construction area; that benefit is the realized savings of not having to tear out most of the sidewalk and landscaping that will be there if this project is delayed. Another reason is that the City received excellent bid prices from the contractor for the work and working behind maintenance of traffic barricades for other work. Standard Pacific's contractor has provided a cost proposal for performing the work in the amount of $17,845.25. The unit costs are the same for similar material installed in the Arden Park South project. Standard Pacific Homes has agreed to add a nominal markup which would increase the total cost to $18,500.00. Issue: Should the City Commission approve the contracting with Standard Pacific Homes to install this additional portion of the North Service Area Reclaimed Water Main project along Clarcona -Ocoee Road adjacent to the Arden Park South subdivision. Recommendations The Engineering and Utility Departments recommend that the City Commission approve this additional portion of the North Service Area Reclaimed Water Main Extension and authorize staff to issue a purchase order to Standard Pacific Homes in the amount of $18,500.00. The project along McCormick Road and Ingram Road has reduced the available funding to $209,571.09. Upon approval of this project, the available funding will be reduced to $191,071.09. This work will be added to the other work that the City is having Standard Pacific perform (ie: upsizing the reuse pipeline through the development).
