Background Summary:
In the 2005/2006 Capital Equipment budget, $33,547 was approved for the replacement of the Hurst hydraulic
rescue tool. A committee of Fire Department personnel have selected a Holmatro Rescue System after review and
demonstrations by four (4) different tool manufacturers. Their selection was based on fit and function, warranty,
and local sales and service. The Holmatro tool was selected as the best overall performance, with local service
available.
Issue:
A formal invitation to bid or request for proposal was not issued, and selection was based on the above criteria by
individual manufacturers demonstration and information.
Recommendations
Staff recommends that the City Commission waive the minimum purchasing standards and approve the purchase
of the Holmatro Rescue System from Ten-8 Fire Equipment Inc. which is the only authorized Holmatro dealer in
Central Florida, for the total purchase price of $33.000.

Five (5) quotes for hydraulic rescue tool systems.

Financial Impact:
Capital equipment funds have been allocated for this budget year.

Ref: Procurement of New Extrication Equipment
Chief Firstner, as directed by you, I began the evaluation process of Extrication
Equipment.
The age of our existing equipment is the reason we are beginning this evaluation process.
The existing equipment is between 12 to 15 years old. We currently have two
manufacture of extrication equipment, Hurst and Amkus with the Hurst being the oldest
equipment in service now.
I set up live evaluation at 301 Maguire Road and with the assistance of the entire Ocoee
Fire Department we began the evaluation of several manufactures.
We invited numerous manufactures to the evaluation process. Only four manufactures
responded to our invitation during our evaluation time frame and they are the following:
Holmatro
TNT Rescue Equipment
Hurst/Centaur
Genisis Rescue Equipment
We based our selection process on the quality, service, warranty, size and performance of
the equipment.
When all the manufactures had been evaluated by the entire Ocoee Fire Department, I sat
down with all of the crews and went over the Like's and Dislike's of each manufactures.
Each manufactures has its good points and all performed well which make this selection
all the more difficult, but when all was said and done, I think we selected the tools that
best met our need for our department.
