The Future Land Use classification for this entire property is "Commercial" and the current zoning classification is "C -2" Community Commercial. DISCUSSION: The subject property received an approved site plan (First Spanish Assembly of God) in 2002. The master plan included three phases. Phase one included a sanctuary, associated parking, and stormwater improvements. Phase two includes a future sanctuary addition and classroom space. Phase three provided for additional parking. The application for Special Exception is to amend the existing church master plan. The church obtained three portables for additional classroom space. Per the special exception plan, the applicant is requesting to phase the development. DEVELOPMENT REVIEW COMMITTEE RECOMMENDATION: The Development Review Committee (DRC) met on June 2, 2014, and reviewed the Special Exception Plan for Iglesia Cristiana Sendero De Luz. There were several technical issues to be addressed from the City's Planning Division, Engineering Department and Fire Department that were identified in written staff comments and /or presented verbally. All of these items were discussed and changes to the plans were agreed upon. When the discussion was finished, the Development Review Committee voted unanimously to recommend approval of the Special Exception Plan with a condition that the portables are permitted for a period of seven years with an option for a three year extension. Planning & Zoning Commission Recommendation: The Planning and Zoning Commission reviewed the proposed Special Exception Plan for Iglesia Cristiana Sendero De Luz on June 10, 2014. P &Z Board Member Sills asked the applicant the age of the portables and the expected life span as he did a site visit and determined the buildings looked aged. The applicant responded that the buildings were acquired from Orange County Schools and still had life to them as they are built sturdy. After finishing its deliberations, the Planning & Zoning Commission voted unanimously to recommend approval of the Special Exception Plan, subject to staff's recommendation. Recommendations Staff respectfully recommends that the Honorable Mayor and City Commission approve the Special Exception for Iglesia Cristiana Sendero De Luz, for a period of seven years with an option for a three year extension and subject to resolving the outstanding staff comments. This submittal is a completely different submittal from the previous set of plans; therefore these comments are all new. 1. This submittal is for a Special Exception; remove all design /construction detail from the plans. Many of the plan sheets are not needed nor apply to the Special Exception requirements. 2. On sheet C -1, the phases listed under #15 of the Project Notes should be the same as those listed in the new COAs. 3. On sheet C -1, this Special Exception is to add three additional modular buildings to the property. So is this project is phase 1 C? 4. On sheet C -1, the new COAs need to be placed an applicable order. It appears the first five COAs are backwards. 5. On sheet C -1, new COA #G should end in "be completed" as opposed to "begin ". 6. Sheet C -2 does not portray the existing conditions. Ideally, this plan sheet is not needed. The proposed detail could be shown on sheet C -3. 7. The project will require the extension of a water line into the property for the installation of at least one fire hydrant. Need to provide fire flow calculations to determine if only one fire hydrant is sufficient. The location of the water line should be along the north property line with the new fire hydrant located in or near on of the planter spaces. This will get the fire hydrant sufficiently away from the structures to allow the Fire Department to use it for fire suppression purposes and far enough into the property to provide sufficient coverage of all structures. 8. The project will require the connection to the City's stormwater system to the east to provide a positive overflow in the event of a storm in excess of a 100 -year event.
