Background Summary:
The City of Ocoee entered into a contract for consultant-lobbying services with Louis Rotundo and Associates for a
one-year contract beginning in the calendar year of 2002. The contract has been renewed each year. The
proposed contract for services for the year 2006 is for $44,000, with additional travel expenses not-to-exceed
$2,250.
Issue:
Should the Mayor and City Commission amend and approve the contract with Louis Rotundo (not Louis Rotundo
and Associates) for lobbying services for the year 2006?
Recommendations
Staff recommends the Mayor and City Commission consider the approval of a one-year contract renewal with
Louis Rotundo, including the amendments proposed in his letter.

As you are aware. my C()ftt1'1lCt with the City comes to an end in December 200S. I write this
letter as a proposal to continue out working association so that we may finish the tasb that you
have outlined in di!iCUSSions with me.
Over the past year, I have been successful in fmdiog additional funding for Highway 50 to
include the construetion costs for the final piece in Qcoee. That task is not done in spite of the
$28 million rcceDtly ~ by the FOOT. Over the pest JnOIdb. I have bad numerous
eonveTS&tions with FOOT in Deland and 4'aJlehassee about finding the teIlI8ining funding to
complete the construction of Highway SO. Additional1y, I have worked with our Congt'eS!lionat
representatives on more funding for the SeniorNda'an5 Center. That bas fC90Ited in another
$250,000 for the City in this year's Federal bud~ That is not the ccnplete fUnding that we
sought and tbat task ,emajns to be finished.
The tasks for 2006 include:
1. The remaining portion of the S52 million needed to ccxnpJete Highway SO constrUction in
Ocoee.
2. Additional funding for the v~ior Center.
3. Additional fimding for State Road 535.
4. Matthing grants for local roads.
5. Ptevent dettimental CRA legislation in Tllllabassee.
6. Strengthen Growth. M..agement legislation as it ~Iatt:s to Cities lUJd their powers.
7. Otbef tasks as as!ligned by you.
I would propose in a new contrlCt a twelve mouth time period with an i1K:rease in current $42,500
to $44,000. As with previous contl3ctS, I would ask for a modes increase in available travel
expense money by adding S2S0 more per year to the total available for out of area travel.
Washington ttaVel will remain as a scpstate item as directed by you. This contract would be paid
to Louis Rotundo (not Rotundo and Associates).
